") Pay to be based on experience and can be paid as an employee or 1099 Contractor The Project Safety Manager is responsible for the development, implementation, administration, and continuous improvement of the Project Health, Safety, and Environmental (HSE) Program throughout all phases of engineering, procurement, construction, pre-commissioning, commissioning, startup, and project turnover. The Project Safety Manager serves as the primary safety representative between the Owner, EPCM team, contractors, suppliers, regulatory agencies, and project stakeholders. This role provides leadership and oversight to ensure all project activities are executed safely, efficiently, and in compliance with applicable federal, state, local, client, and company requirements. The position is responsible for fostering a proactive safety culture focused on hazard recognition, risk mitigation, incident prevention, workforce engagement, and continuous improvement while supporting project objectives related to schedule, quality, cost, and operational readiness.

KEY RESPONSIBILITIES HSE
Program Management:
Develop, implement, and maintain the Project HSE Management Plan; establish project-specific safety goals, objectives, and key performance indicators; ensure compliance with company HSE policies and procedures; lead implementation of project safety initiatives and continuous improvement programs; promote visible safety leadership throughout all phases of project execution; establish and maintain a culture where safety is considered a core value and an integral part of all project activities.
Regulatory Compliance:
Ensure compliance with MSHA Regulations, OSHA Standards, Cal-OSHA Requirements, Environmental Permit Requirements, Client Safety Requirements, and Federal, State, and Local Regulations; coordinate interactions with regulatory agencies and inspectors; participate in regulatory inspections and audits; maintain awareness of changing regulatory requirements and industry best practices.
Contractor Safety Management:
Review and approve contractor HSE plans and procedures; participate in contractor prequalification and evaluation processes; ensure contractor and subcontractor compliance with project safety requirements; conduct regular contractor safety audits and performance evaluations; monitor contractor staffing, competency, training, and qualification requirements; develop contractor safety scorecards and performance tracking systems.
Hazard Identification and Risk Management:
Lead project hazard identification activities; facilitate Job Hazard Analyses (JHA), Job Safety Analyses (JSA), and risk assessments; participate in constructability, operability, and commissioning reviews; support development of safe work procedures; ensure appropriate controls are implemented before work begins; monitor and manage high-risk activities throughout project execution.
Field Safety Oversight:
Conduct routine site inspections and safety audits; verify compliance with project safety requirements and safe work practices; monitor high-risk activities including Working at Heights, Confined Space Entry, Excavation and Trenching, Crane and Rigging Operations, Electrical Work, Lockout/Tagout, Hot Work, Heavy Equipment Operations, and Mobile Equipment Traffic Management; ensure deficiencies are documented and corrected promptly.
Incident Management:
Lead incident investigations; conduct root cause analyses; develop corrective and preventive actions; track action item closure; prepare incident reports and lessons learned communications; monitor incident trends and recommend improvement initiatives.
Emergency Preparedness:
Develop and maintain project emergency response plans; coordinate emergency drills and exercises; interface with local emergency response organizations; verify emergency equipment and resources are available and maintained; support crisis management activities as required.
Training and Competency:
Establish project training requirements; coordinate site orientation programs; verify employee and contractor qualifications; maintain training compliance records; deliver safety leadership and awareness training; support development of future safety leaders within the project organization.
Environmental Stewardship:
Support environmental compliance activities; monitor spill prevention and control programs; ensure proper waste management practices; support environmental incident investigations; coordinate with environmental personnel regarding permit compliance obligations.
SAFETY LEADERSHIP AND COMMUNICATION PROGRAM
Establish and maintain a standardized project-wide safety communication program.
Daily Toolbox Talks:
Develop and maintain a standardized Daily Toolbox Talk Program; establish minimum project-wide requirements for daily pre-task safety meetings; review and approve contractor toolbox talk content; verify attendance and participation requirements are met; conduct periodic observations of toolbox talks to evaluate effectiveness; maintain a toolbox talk library and lessons learned database.
Weekly Safety Meetings:
Chair and facilitate weekly project safety coordination meetings; ensure participation from all contractor safety representatives and project leadership; review incidents and near misses, safety observations, high-risk upcoming work, corrective action status, regulatory compliance issues, workforce concerns, and lessons learned; issue meeting minutes and track action items through closure.
Monthly Safety Leadership Meetings:
Lead monthly Safety Leadership Meetings with Owner, EPCM, and Contractor management teams; present project safety performance metrics and trends; review
TRIR, DART
Rate, near miss reporting, training compliance, audit results, corrective action closure rates, contractor performance rankings, and significant risks and emerging hazards; recommend improvement initiatives to senior project leadership.
CONTRACTOR SAFETY STANDARDIZATION
Establish and maintain a common project-wide safety framework for all contractors and subcontractors, including: Daily Toolbox Talks, Job Hazard Analysis (JHA) Processes, Job Safety Analysis (JSA) Processes, Pre-Task Planning, Permit-to-Work Systems, Incident Reporting, Near Miss Reporting, Corrective Action Tracking, Safety Recognition Programs, Safety Observation Programs, and High-Risk Activity Management.
REPORTING AND PERFORMANCE MONITORING
Maintain project HSE statistics and reporting systems.
Track and report:
Total Recordable Incident Rate (TRIR), DART Rate, First Aid Cases, Near Misses, Safety Observations, Corrective Actions, Training Compliance, Audit Findings, and Contractor Performance Metrics. Present safety performance reports to project leadership and client representatives.
QUALIFICATIONS
Education:
Bachelor's Degree in Occupational Safety, Environmental Health, Engineering, Construction Management, or related field. Equivalent experience may be considered.
Experience:
Minimum ten (10) years of construction safety experience; minimum five (5) years in a safety leadership role supporting mining, mineral processing, industrial, power, or heavy civil construction projects; minimum five (5) years supporting construction activities within active mining operations; experience supporting EPCM projects preferred; experience on projects exceeding $100 million preferred.
Required Qualifications:
Current MSHA Part 46 and/or Part 48 Blue Card Holder; demonstrated knowledge of mine site operations and contractor management; experience interfacing with mine operators, owner safety organizations, and regulatory agencies; strong understanding of construction, commissioning, and startup activities.
AUTHORITY
The Project Safety Manager shall have the authority to stop work when unsafe conditions or behaviors present an immediate risk; require corrective actions before work proceeds; suspend work activities until adequate controls are implemented; escalate significant HSE concerns to project leadership; recommend removal of personnel who repeatedly violate project safety requirements; remove personnel from the project for serious safety violations; suspend contractor activities when project safety requirements are not being met. The Project Safety Manager has the authority to stop work, remove personnel from the project, or suspend contractor activities when conditions present an imminent danger, repeated safety violations occur, or project safety requirements are not being met.

Chair weekly project safety meetings, participate in daily construction coordination meetings, support commissioning readiness reviews, and ensure safety remains integrated into all phases of project execution. For the Colosseum Project, preference shall be given to candidates with significant experience supporting MSHA-regulated mining construction projects and construction activities within active operating mine environments.
