Serves as the Ste, Territory, District of Columbia Safety and Occupional Health Specialist in the maintenance of a comprehensive ground and explosives, safety program for the Ste. Provides technical expertise for the Ste ARNG Safety and Occupional Health Management Systems (ASOHMS) within the broad framework of stutory public law, DOD, Army, and Nional Guard policy, goals, and objectives. Executes resources for personnel requirements and safety programs necessary to support program goals, objectives, and directives. Implements SOH plans, requirements, methods, and assess risks to improve safety in the workplace and off-duty environments. The safety and occupional health specialist executes a complex SO&EH program for a broad occupional field involving a wide variety of changing, high risk operions, environmental conditions, and hazardous merials. Conducts annual reviews of the Ste SOH Plan to include all applicable Army SOH functional areas. Assists in the development of Ste safety policy and Standard Opering Procedures for SOH programs. Functional program responsibilities include, but are not limited to, the following areas: Executes, monitors and evalues installion SOH functional Safety and Occupional Health Programs for effective implemention, to include; Workplace Operions, Workplace safety, Hazard communicion programs, Industrial operions (lockout/tagout, confined space, fall protection), Emergency planning and response, Safety Training and Educion of SOH programs consisting of training needs assessments of subordine organizions mission and operional needs. Community, Off-Duty Recreion, and Seasonal Safety, Public, family, child, and youth safety, Tactical Operions, Tactical safety, Force mobilizion, Transportion Safety, Motor vehicle mishap prevention, Maritime activities, Safe cargo operions, Radiion and Laser Safety, Aviion Safety Management, System safety management, Facilities system safety (FASS) program management, Ammunition and Explosives (AE) Safety, Range Safety Operions, Electrical Safety, Fire and Emergency Services (F&ES) Safety, and Contract Safety. Performs inspections. Coordines, conducts, and participes in safety and occupional health inspections and surveys in a widespread geographic dispersion of diverse operions posing serious hazards of unpredictable consequences to humans and property. (30%). 2. Performs or participes in mishap investigions to determine origins, causes, and contributing elements. Serves on Safety Investigion Boards (SIB), providing expert guidance and advice covering a broad range of Safety and Occupional Health (SOH) elements. Conducts or leads investigion witness Interviews from internal and external agency sources to gher and analyze factual da. Develops new and innovive mishap prevention techniques for modificion of accepted specialized safety procedures, incorporing lessons-learned from SIBs to prevent future mishaps. Considers conflicting viewpoints and resource constraints when developing mitigion measures. (25%) 3. Inities and carries out safety educion activities based on organizional/industry trend analysis of hazards and mishaps. Prepares and distributes safety promotional and informive merials to maintain safety awareness. Participes in safety committee meetings to answer questions and provide recommendions. Provides safety consultion to directors, supervisors, managers, workers, and unions on safety requirements and procedures; investigions of mishaps; survey actions, and mishap prevention. Investiges employee complaints of alleged unsafe/unhealthful working conditions; recommends corrective action; assures implemention of corrective actions and prepares responses to employees. Prepares or assists in preparing responses to OSHA citions and inquiries, Inspector General inquiries, and employee safety grievances and complaints. (25%) 4. Reviews purchase, service, and construction contracts. Reviews drawings and specificions for new construction and building alterions to determine the degree of compliance with standards and regulory criteria. Recommends procedures to control or elimine hazardous operions or conditions. Prepares safety criteria applicable to the contracts. Reviews contract proposals, stements of work, performance work stements, local purchase requests, and work requests for inclusion of safety criteria. Reviews contractor safety plans' inclusion of safety requirements which are applicable to the type of work being performed or product to be delivered for acceptance. Knowledge of psychological and physiological factors sufficient to develop a ground aviion safety educion activity for supervisors and employees, to motive maintenance personnel to apply safe working practices and to persuade supervisors to accept changes or modificions where required to achieve a safe working environment. Performed safety and occupional health principles, practices, procedures and standards applicable to a full range of complex safety and occupional health management responsibilities a military aviion installion and requiring the planning, organizing, directing, opering and evaluion of a safety and occupional health program reled to ground aviion, industrial and marine operions.
