Full Job Description Position Summary:

The Field Safety Specialist reports directly to the Director of Safety and works closely with the Risk Safety Manager, Operations Team, Project Managers, Traffic Control Supervisors, and field personnel to promote and maintain a strong safety culture throughout the organization. This position is responsible for supporting traffic control and utility construction operations by conducting job site inspections, monitoring field activities, providing safety training, investigating incidents, and ensuring compliance with company policies, OSHA regulations, Caltrans requirements, MUTCD standards, and client expectations. The Field Safety Specialist serves as a key resource to employees and leadership, helping ensure that traffic control operations, work zone setups, lane closures, flagging activities, and utility construction projects are performed safely, efficiently, and in compliance with all regulatory requirements. The Field Safety Specialist plays a critical role in supporting operational growth while maintaining the highest standards of safety, quality, and workforce development focused on Traffic Control Safety. Essential Functions Safety Monitoring & Field Support Conduct routine and unannounced safety inspections of active traffic control and utility construction job sites. Observe field crews during daily operations to ensure compliance with company safety policies, OSHA regulations, MUTCD standards, traffic control plans, permits, and client requirements. Monitor work zone setups, lane closures, flagging operations, detours, and traffic control device placement to verify safe and effective traffic management. Provide field coaching, mentoring, and corrective guidance to employees and supervisors regarding safe work practices. Document and report both safety deficiencies and positive safety observations. Partner with Traffic Control Supervisors, Project Managers, and Operations personnel to identify and mitigate workplace hazards. Maintain a consistent and uncompromising focus on employee, customer, and public safety. Inspections & Compliance Conduct inspections of traffic control equipment, vehicles, trailers, tools, PPE, and work zone setups. Evaluate traffic control plans and field implementation to ensure compliance with Caltrans standards, MUTCD requirements, permit conditions, and company procedures. Identify hazardous conditions and unsafe behaviors, recommend corrective actions, and follow up to ensure timely resolution. Assist with maintaining safety documentation, inspection records, training records, and compliance reports. Support internal and external safety audits and regulatory inspections. Training & Safety Education Lead and facilitate safety meetings, toolbox talks, new hire orientations, and ongoing training programs. Support employee development through field-based coaching and safety mentorship. Ensure employees are properly trained and equipped with required PPE, safety equipment, and traffic control devices. Reinforce proper flagging procedures, work zone setup standards, defensive driving practices, and hazard recognition techniques. Promote continuous safety awareness and support a culture of accountability and operational excellence. Assist with administering and tracking required certifications and safety training requirements. Incident Investigation & Reporting Investigate workplace incidents, vehicle accidents, near misses, property damage events, procedural errors, and public safety concerns. Conduct interviews, collect evidence, document findings, and prepare detailed incident reports. Assist in identifying root causes and implementing corrective and preventive action plans. Track corrective actions and verify completion. Maintain accurate records related to incidents, inspections, observations, and safety initiatives. Safety Program Support Assist with the implementation and continuous improvement of company safety programs and procedures. Monitor safety trends and provide recommendations to improve overall safety performance. Support compliance with OSHA, DOT, Caltrans, MUTCD, and client-specific safety requirements. Serve as a safety resource for employees, supervisors, customers, and management. Support company initiatives focused on operational growth while maintaining the highest standards of safety and quality. Qualifications Minimum 3-5 years of experience in safety, traffic control, utility construction, or related field operations. Strong working knowledge of OSHA regulations, Caltrans requirements, MUTCD standards, and traffic control safety practices. Experience conducting job site inspections, audits, safety observations, and incident investigations. Ability to read and interpret traffic control plans, permits, safety procedures, and regulatory requirements. Strong communication, leadership, coaching, and conflict resolution skills. Ability to establish and maintain effective working relationships with employees, customers, contractors, and management. Ability to work independently with minimal supervision in a fast-paced field environment. Proficiency with Microsoft Office and electronic reporting systems. Valid California Driver's License with a clean driving record. Flexible schedule with the ability to travel between job sites and work occasional nights, weekends, or emergency response assignments. Bilingual English/Spanish preferred but not required. Preferred Certifications OSHA 30-Hour Construction Certification ATSSA Flagger Certification ATSSA Traffic Control Technician (TCT) ATSSA Traffic Control Supervisor (TCS) CPR/First Aid Certification CHST, STSC, ASP, CSP, or other professional safety certifications Education High School Diploma or GED required. Additional education or training in Occupational Safety, Construction Management, Transportation Safety, Utility Operations, or related fields preferred. Physical Requirements Ability to work outdoors in varying weather conditions and active roadway environments. Ability to stand, walk, bend, stoop, kneel, climb, and perform physical tasks for extended periods. Ability to lift, carry, place, and move traffic control equipment weighing up to 50 pounds. Ability to safely navigate active roadways, utility construction sites, and traffic control work zones. Specific vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Ability to hear and communicate effectively in high-noise traffic and construction environments.

Pay:

$85,000.00 - $105,000.00 per year
