Job Overview This position performs a variety of skilled, semi-skilled, and unskilled labor in support of all aspects of Highway Department operations. The employee may exercise judgment and initiative in safely operating a variety of equipment and determining method and order of completion of certain job tasks. Errors could result in serious personal injury/injury to others, cause damage to Town property (real and personal), result in significant time loss and delay, could have legal and financial repercussions, and/or cause adverse public relations. Responsibilities Build and assemble machines or mechanical components according to requirements Inspect machines, engines, transmissions etc. and run diagnostic tests to discover functionality issues Conduct repairs aiming for maximum reliability Troubleshoot reported problems and resolve them in a timely manner Perform thorough maintenance on machinery, equipment and systems Clean and apply lubricants to machinery components Replenish fluids and components of engines and machinery Provide consultation on correct maintenance and preventative measures to machine or vehicle users Undertake other duties as assigned (e.g. repair of hydraulic systems, painting vehicles etc.) Keep logs of work and report on issues

Description of Supervisions/Supervisory Responsibilities:

The Head Mechanic/Driver Laborer w/CDL is appointed by the Board of Selectmen/Town Administrator/Highway Superintendent and works under the general supervision and direction of Highway Superintendent and Foreman. The employee may be required to work independently, with some direct supervision. Essential Functions of the

Job:

Safely operates heavy/light trucks, heavy equipment, such as: power grader, front end loader, bulldozer, roll-offs, backhoe, flushing equipment, sweepers, pavers, grinders, dump trucks and regular trucks, tractors, snow plows, salters and sanders. Safely operates hand/power/pneumatic/hydraulic tools. Manual labor in the performance of road and sidewalk maintenance and repair projects, for example:

• constructing and repairing roads, sidewalks, manholes, catch basis and drainage systems
• resurfacing roads, including applying pavement markings and painting
• raking, dumping, spreading, grading and rolling of asphalt, gravel, stone and any other materials for roads
• cutting and chipping brush and trees; removing brush and leaves; mowing
• plowing snow and sanding and salting roads
• other repair, maintenance and upkeep of roads, town facilities, guardrails, signs, and town property Performs routine cleaning, maintenance and repair to equipment, tools, and motor vehicles; perform inspections on departmental vehicles and equipment; maintains equipment logs and reports; and oversees and/or supports various Highway Department operations.

Performs similar or related work as required or assigned. Requirements Proven experience as Mechanic Excellent knowledge of machinery and hydraulics, electrical systems and their components Aptitude in using various hand tools (screwdrivers, hammers etc.) and precision measurement tools (e.g. calipers) Ability to follow established procedures and practices and read instruction, blueprints etc. A strong commitment to all health and safety guidelines Very good communication skills A problem-solving ability Very good physical strength and stamina High school diploma is preferred; Certification from a vocational school or completion of apprenticeship is a definite plus Valid certification (e.g ASE) is preferred

Minimum Competencies:

Thorough knowledge of public works equipment operation including heavy equipment motor vehicle operation. Working knowledge of fundamental construction and maintenance procedures. Knowledge of and adherence to all applicable safety and health rules and regulations. Knowledge and experience in mechanical repair. Ability to follow both oral and written directions/instructions. Ability to interpret and apply data, drawings and instructions for assigned work. Ability to work under high pressure situations as necessary. Good organizational skills, detail oriented and takes initiative. Ability to work both independently and cooperatively with other employees. Ability to handle multiple tasks, prioritize effectively and meet deadlines. Reliability essential.

Education/Experience/Other:

High School diploma or G.E.D. Valid Massachusetts Driver's License, and satisfactory driving record, required. Possession of a valid Class

II C.D.L.

Class B with general and airbrake endorsements, hoisting license 1B and 2C Must have Massachusetts Dept. of Public Safety Continued Education Credits for Hydraulics License. Possession of a valid Mass/DOT medical certificate. Able to operate all Town equipment and perform repairs on all Town equipment.

It requires both indoor and regular outdoor work, performed under varying weather and other conditions with exposure to some occupational risks. Must be able to access all areas/levels of a construction site/building/structure; traverse uneven terrain; enter, exit and operate vehicles. While performing the duties of the Highway Laborer/Heavy Equipment Operator, the employee is required to regularly engage in strenuous physical effort, including: repetitious physical motions; lifting and/or moving 50 pounds or more; operation of heavy and light equipment, vehicles, tools; and moving about all indoor and outdoor work sites efficiently. The employee regularly interacts with and must communicate effectively with government officials, other Town employees and personnel, and the public on occasion.
