10.1.2024 General Statement of Duties Performs Journey level maintenance duties on City streets and rights-of-ways; performs related work as required. Classification Summary The primary function of an employee in this class is to perform general labor maintenance, heavy equipment operations, and repair work on City streets and rights-of-ways while assisting other street maintenance workers. This is a journey-level position and work is performed under the general supervision of the Street Supervisor or a designated crew leader. CDL license (Class A w/ tanker endorsement minimum) is required for this position. The principal duties of this class are performed in an outdoor environment and may include working in adverse weather conditions. Hazards may involve the use of power tools and equipment and working in traffic areas. A Streets Maintenance Worker II is differentiated from a Level I worker in that the worker can perform work independently and with little need for task specific direction from a lead or supervisor. They also have the ability to assist with specific tasks within the Traffic Maintenance workgroup upon request. The Streets Maintenance Worker II is sufficiently proficient in multiple duties. They also provide mentorship and training to less experienced Maintenance Workers.

Essential Duties and Responsibilities:

Independently, with minimal direction required including for preparation, proper cleanup, and storage of necessary tools and equipment: Performs a variety of duties including, but not limited to maintenance and repair of City streets, sidewalks, signs, signals, and rights-of-ways; Proficiently operates a variety of vehicle and heavy equipment, including but not limited to: dump truck, water tanker, bucket truck, mini excavator, crack sealer, front-end loader, paver, pavement roller, backhoe, sweeper, snow plowing and sanding equipment, and other related equipment; Proficiently performs snow plowing (and other snow related duties) as assigned. This includes plowing as part of a night shift and extended hours during winter events; Proficiently uses sander and de-icer application systems; 1 Revised September 2002 Street Maintenance Worker II Proficiently performs asphalt and concrete repair operations, including operation of saw cutters, setting forms, and finishing; Removes debris and other safety hazards from streets, curbs, storm drains, alleys, and adjacent public areas; Performs maintenance and repairs of street signs, fences, guard rails, as well as application of roadway markings; Proficiently uses City software as necessary. This includes GIS maps and timecard entry, as well other software systems as necessary; Under the guidance of supervisors: Designs and performs work zone traffic control device installation as well as flagging duties; Assist the Traffic Maintenance group with basic signs and signals tasks; General Serve assigned on-call rotation, must be able to respond/report to work within 30 minutes when designated on-call; Ensures vehicles and equipment are properly serviced and clean; Understand and adhere to all policies, procedures, safety practices, and manuals including the MUTCD, City Standards, and City SOPs; Mentor, coach, and train less experienced Maintenance Workers; Ability to respond to emergency situations on a 24-hour basis. A Street Maintenance Worker II may perform all duties of a Maintenance Worker I, plus all additional duties outlined in this description;

Knowledge, Skills and Abilities Knowledge of:

Federal (OSHA) and state regulations and City policies regarding safe work practices relating to use of power tools. Methods, materials, procedures, and standard practices of street and right-of-way maintenance including concrete and asphalt repairs, snow plowing operations, pavement striping, minor traffic signal maintenance, and various equipment operation.

Ability to:

Operate all equipment and perform the maintenance practices established in the Street Maintenance group. This includes asphalt paving, concrete placement and repairs, snow removal operations, various equipment operation, hand and power tools; Follow written and oral instructions; Communicate professionally with the public and other employees; Learn to proficiently operate computer and related software programs as necessary to perform assigned work; Work cooperatively as part of a team; Operate a motor vehicle as well as heavy equipment; Performs other related duties as required. 2 Revised September 2002 Street Maintenance Worker II Criteria for In-House promotions • Road Scholar certification from LHTAC; and Four (4) or more years of experience with the City of Post Falls, preferably in street maintenance (may substitute experience in other municipal or government employment at the rate of 2 years to 1 year of Post Falls experience); and No disciplinary action greater than a verbal warning within the last 12 months; and A recommendation for this pay grade from the employee's supervisor and manager with approval of the Public Works Director.

Required Experience and Qualifications:

High school diploma or GED equivalency is required; Eight (8) or more years of experience in municipal or government employment, preferably in street maintenance; Valid commercial driver's license with Class A CDL w/ tanker endorsement or ability to obtain within six months of hire; Valid Flagger Certificate or ability to obtain within six months of hire; and Acceptable results from a nationwide criminal background check; or Any combination of education and experience which would provide the applicant with the desired skills, knowledge, and abilities required to successfully perform the responsibilities of this position. Essential Physical Abilities (to be made with or without reasonable accommodations): • Sufficient clarity of speech and hearing, which permits the employee to discern verbal instructions and alarm and warning systems, including backup alarms, and communicate effectively with other employees and the public; Sufficient visual acuity which permits the employee to comprehend written work instructions and work orders; Sufficient manual dexterity which permits the employee to operate motor vehicles (including heavy equipment), a variety of power and hand tools, and to make adjustments to equipment; Sufficient strength to lift and carry objects up to 80 pounds; Sufficient personal mobility, stamina, flexibility, and balance to perform maintenance and repair operations that require bending, stooping, kneeling, stretching, and other physical exertions in an outdoor environment, including extremes of heat and cold. Knowledge and Skills Tests Each candidate selected for an interview or promotion will undergo both a knowledge assessment as well as a skill test. These assessments are designed to help us understand your level of expertise as it pertains to Street Maintenance. The knowledge assessment is primarily a multiple-choice exam with a couple of questions that will require a more thorough answer. The skills assessment is an evaluation used to determine a candidate's familiarity with equipment, tools, and procedures. Both tests must be passed. 3 Revised September 2002
