The deadline to apply for this position is September 23, 2026 JOB SUMMARY The Public Works Foreman assists the Assistant Public Works Director in a variety of supervisory, administrative, skilled, technical, and maintenance work in the planning, construction, operation, repair, maintenance, and replacement of streets, and storm drainage facilities and systems, beach maintenance, right-of-ways and medians. Supervises work schedules and directs work of various crews.
ESSENTIAL JOB FUNCTIONS
Plans, schedules and implements construction, maintenance, operation and construction activities designed to provide street maintenance and drainage service for the city. Oversees construction and maintenance work to determine acceptability and conformance to standards. Trains, supervises, and sets daily assignments for employees. Teaches technical trades to employees and reports progress to the Assistant Public Works Director, suggesting training as needed. Supervises the control and use of, and assumes responsibility for all materials, supplies and equipment used in the maintenance, construction and repair of streets, and storm drainage systems and other department facilities. Inspects and supervises the repair of street and drainage systems to insure that all aspects are functioning properly. Advises Assistant Director in matters relating to department activities; provides information to various individuals regarding street, and drainage problems and services. Insures that all necessary materials, supplies and equipment are available by maintaining an inventory. Insures the proper maintenance of equipment and tools by supervising and participating in cleaning and checking equipment and tools after use. Oversees the safety of assigned maintenance workers and equipment operators by instructing individuals in proper safety procedures and monitoring work in progress. Assists the Assistant Public Works Director in motivating and evaluating personnel. Inspects and assists in the control and use of supplies and equipment used in the maintenance, construction of streets, drainage systems and other department facilities to insure that all equipment is in proper working order. Provides operations guidance for construction of buildings, sidewalks, drainpipe installation, culvert installation and road construction. Oversees set-up for holiday events and banners. Responsible for set-up and removal of barricades, street barrels and cones.
SECONDARY JOB FUNCTIONS
Operates a variety of power construction and maintenance equipment used in the street department. Serves on various employee committees as assigned. May represent the Public Works department at meetings and conferences. May be required to work long hours which include early mornings and/or late evenings. The employee is subject to being on call when needed. Performs other related duties as assigned.
FISCAL BUDGET RESPONSIBILITY
Responsible for adhering to all City of South Padre Island Purchasing Policies while performing purchasing tasks. Provides recommendations regarding heavy equipment purchases, supplies and materials needed for effective department operation.
Qualifications:
QUALIFICATIONS
Education:
Requires a high school diploma or equivalent.
Experience:
Three (3) years of related supervisory work experience in construction, repair and maintenance of street, or storm drainage systems including the operation of related maintenance equipment or a related field; or any equivalent combination of education and experience, equivalency to be determined by the City.
Licenses or Certifications:
A valid state driver s license is required. A valid CDL license or the ability to obtain one within (90) ninety days is preferred.
Special Requirements:
Bilingual:
Spanish and English preferred.
Knowledge, Skills and Abilities:
Thorough knowledge of equipment, facilities, materials, methods and procedures used in public storm drainage systems, and street systems. Thorough knowledge of pipe installation, connection and repair. Thorough knowledge of road construction and maintenance. Skill in operation of the listed tools and equipment. Ability to guide, direct and motivate employees. Ability to operate and maintain various equipment. Ability to organize and supervise the activities of various crews performing construction and maintenance work. Ability to communicate effectively, verbally and in writing. Ability to establish and maintain effective working relationships with employees, other departments and the public. Skill in the use of a personal computer and software programs.
