Job Description

SALARY $22.74 - $28.43 JOB SUMMARY Under general supervision, inspects contracted grounds maintenance activities across the City of Arlington's infrastructure—including medians, rights-of-way, landscapes, corridors, facilities, and other City-owned properties—to ensure compliance with City specifications, standards, and performance expectations.
ESSENTIAL JOB FUNCTIONS
Inspect workmanship, materials, and service quality for all contracted grounds maintenance activities—including mowing, edging, litter abatement, landscaping, irrigation functionality, and right‑of‑way upkeep—to ensure compliance with City of Arlington standards and contract specifications. Issue punch‑list items, document corrective actions, and verify completion. Establish and monitor traffic control plans in accordance with the City of Arlington Traffic Control Manual and TMUTCD. Maintain detailed project documentation, including digital photographs, videos, contractor performance evaluations, and expenditure tracking. Communicate effectively with citizens, contractors, and internal stakeholders to resolve concerns and support exceptional service delivery. Ability to monitor and establish traffic control plans according to City of Arlington Traffic Control manual and TMUTCD. Ability to maintain detailed project records, contract expenditures, documentation via digital photographs and videos. Ability to communicate with citizens, contractors and supervisors to avoid and resolve conflict
OTHER JOB FUNCTIONS
Provide ongoing oversight of contractor performance, including routine evaluations, documentation, compliance monitoring, and performance improvement actions. Assist with planning and monitoring annual operating budgets, contract scopes, and service levels related to corridor and infrastructure maintenance services. Ensure contractor compliance with regulatory, environmental, vegetation‑management, safety, and reporting requirements associated with grounds and corridor maintenance operations. Support field audits, service-level verification, and continuous improvement initiatives for City infrastructure beautification. Ability to plan, coordinate, and monitor preparation and implementation of annual operating budgets and contract expenditures related to ground maintenance services. Ensures work performed aligns with contract requirements, service levels, and available funding. Ability to plan, implement, and verify contractor compliance with all regulatory, environmental, and safety requirements related to grounds maintenance operations, including proper handling of vegetation management, equipment operation, public-space maintenance, and reporting standards.
MINIMUM QUALIFICATIONS
Knowledge, Skills and Abilities Required:
Knowledge of grounds maintenance practices and materials. Knowledge of grounds maintenance methods, materials, and service standards. Knowledge of accepted safety practices in grounds maintenance and traffic control. Knowledge of turf management principles and weed identification common to North Texas (including invasive, broadleaf, and grassy species). Understanding of herbicide use, integrated pest management principles, and seasonal turf/plant behavior typical to the region. Skill in using Microsoft Office applications. Skill in communicating professionally and tactfully with City staff, contractors, and the public. Skill in keeping records, documentation, and organizing detailed project information. Ability to read and interpret contract specifications. Ability to evaluate the quality of materials, methods, and workmanship. Ability to work independently and prioritize deadlines. Ability to perform required physical tasks such as walking, standing, stooping, and visual inspections. Ability to operate a motor vehicle and work in both indoor and outdoor environments.
Qualifying Education and Experience:
High School or equivalent experience. Valid Texas Class C Driver License Ability to obtain pesticide applicator's license within six months and irrigator's license within twelve (12) months of employment
PREFERRED QUALIFICATIONS
Preferred Education and Experience:
Additional coursework or experience in turf management, landscape management, or vegetation control. Experience in municipal contract inspection or corridor/infrastructure maintenance oversight.
