Job Description

1. Position Overview ATC Logistics is seeking an energetic, detail-oriented Trucking Safety & Fleet Maintenance Manager to lead our transportation safety program and oversee fleet maintenance across all ATC trucking operations: Port Drayage (LA/Long Beach), Over-the-Road, and Local Delivery. In this pivotal role you will own DOT and FMCSA compliance, driver safety and coaching, preventive maintenance and repair management, and the metrics that keep our CSA scores, equipment uptime, and insurability strong. Your expertise will drive a culture of safety, regulatory adherence, and operational excellence across the fleet. This is a hands-on position in a fast-paced environment where proactive leadership and technical proficiency are essential to success. 2. Core Responsibilities
    DOT & FMCSA
    Compliance Oversight:
    Ensure all fleet vehicles, drivers, and operations meet federal DOT and FMCSA regulations. Manage driver qualification files (DQF), Hours of Service (HOS) logs, medical certificates, and CDL status. Monitor
    CSA BASIC
    scores (Unsafe Driving, Hours-of-Service, Vehicle Maintenance, Crash Indicator, Hazmat). Lead corrective action plans when scores exceed intervention thresholds.
      Fleet Maintenance & Repair Management:
      Own the preventive maintenance (PM) program for all tractors, chassis, and trailers: set PM intervals by mileage/hours, schedule service, and track completion. Review Driver Vehicle Inspection Reports (DVIR) daily and ensure defects are repaired before dispatch. Maintain vehicle maintenance files per 49 CFR 396 (PM records, repair orders, annual inspections, brake and tire records). Manage relationships with repair vendors, dealers, tire and parts suppliers; obtain and compare repair estimates; approve work within budget. Coordinate roadside breakdowns and emergency repairs to minimize downtime. Track maintenance cost per mile, repair trends, and equipment downtime; recommend repair vs. replace decisions. Oversee lease/rental equipment maintenance obligations and warranty claims.
        Annual Inspections, BIT & DOT Audits:
        Ensure every unit completes the FMCSA annual inspection (49 CFR 396.17) and California BIT (Basic Inspection of Terminals) requirements, including the 90-day inspection schedule. Prepare for CHP BIT terminal inspections and CVSA roadside inspections. Maintain audit-ready vehicle and driver documentation. Coordinate with external auditors, insurance carriers, and agencies.
          Driver Safety & Training Programs:
          Conduct driver orientation and ongoing safety training (defensive driving, pre-trip/post-trip inspection, cargo securement, port and yard safety). Coach drivers on incident prevention and compliance. Investigate accidents and near-misses; complete reports; recommend corrective and preventive actions. Maintain driver performance records.
            Drug & Alcohol Compliance:
            Coordinate the DOT drug and alcohol testing program (pre-employment, random, post-accident, reasonable suspicion). Monitor the FMCSA Drug & Alcohol Clearinghouse and maintain current testing records.
              ELD & Fleet Technology Oversight:
              Monitor Electronic Logging Device (ELD) usage and HOS compliance across the fleet. Oversee GPS, dash cams, and telematics including engine fault codes and maintenance alerts. Review data for speeding, harsh braking, and vehicle health trends.
                Safety Documentation & Reporting:
                Maintain OSHA logs, incident documentation, DQF, and vehicle maintenance files. Lead monthly safety meetings. Generate reports for executive leadership covering CSA trends, accident summaries, maintenance cost per mile, PM compliance rate, and equipment downtime.

                Senior Director:
                Provide a weekly written status report covering open DVIR defects, PM due/overdue units, units out of service, roadside inspection results, driver incidents, and Clearinghouse/HOS violations. Deliver a monthly KPI dashboard (CSA BASIC percentiles, PM compliance rate, maintenance cost per mile, downtime, accident frequency). Escalate within 24 hours any DOT recordable accident, CHP/BIT notice, OOS order, insurance claim, or repair over the approved spending limit. Present quarterly safety and maintenance review to the Senior Director and executive leadership.
                  Cross-Functional Collaboration:
                  Work with HR on driver hiring and onboarding. Partner with Dispatch and Operations on equipment availability, PM scheduling, and accident response. Liaise with Insurance and Legal on claims and coverage. Coordinate with Accounting on repair invoices, maintenance budget, and vendor payments. 3. Required Qualifications
                  • High School Diploma or GED (minimum); Associate or Bachelor degree in Occupational Safety, Transportation/Fleet Management, Diesel Technology, or related field preferred.
                  • Minimum 3-5 years of direct experience in trucking fleet safety, DOT compliance, and/or fleet maintenance management.
                  • Deep knowledge of
                  FMCSA, DOT
                  (49 CFR Parts 382, 383, 390-399), OSHA, and California CHP/BIT requirements.
                  • Working knowledge of heavy-duty truck systems (brakes, tires, engine/aftertreatment, electrical, trailer/chassis) sufficient to review repair orders, challenge vendor estimates, and prioritize defects.
                  • Expertise in
                  CSA BASIC
                  scoring, Hours-of-Service rules, DVIR/PM processes, and accident investigation.
                  • Proficiency with ELD systems, telematics, fleet maintenance software (e.g., Fleetio, Samsara, Motive, Whip Around, or similar), and Excel reporting.
                  • Strong vendor management and cost-control skills; experience managing a maintenance budget.
                  • Excellent written and verbal communication skills; bilingual English/Spanish a plus. 4. Preferred Certifications
                  • NATMI Certified Director of Safety (CDS) or Certified Director of Maintenance/Equipment (CDM/E)
                  • ASE Medium/Heavy Truck certifications or diesel technician background

                  Compensation & Benefits Annual Base Salary Range:
                  USD 70,000
                  above (based on experience, credentials, and fleet size)
                  Pay:
                  $70,000.00 - $85,000.00 per year
