General Description The Public Works Crew Chief is a working supervisor responsible for overseeing and participating in the daily maintenance, repair, and preservation of Belleair Bluffs' municipal infrastructure. Operating within a small-city environment, this role requires a versatile leader who can manage a multi-disciplinary crew handling four core areas: Streets & Sidewalks, Stormwater Systems, Facility Maintenance, and Park Maintenance. Work involves heavy manual labor, skilled and semi-skilled tasks, and the operation of light-to-Heavy machinery. The Crew Chief ensures tasks are completed efficiently, safely, and in compliance with local, state, and environmental standards. Work is performed under the general direction of the Director of Public Works and is reviewed through reports, observations, and obtained results. This position may have some supervisory duties as assigned by the Public Works Supervisor.

Essential Duties and Responsibilities Operations & Crew Leadership:

Assign, direct, schedule and inspect the daily work of the public works maintenance crew across all assigned disciplines. Provide hands-on mentorship, safety training, equipment instruction, and technical guidance to team members in the field. Work with various city staff performing a variety of skilled and semi-skilled work including but not limited to minor construction activities, painting, minor irrigation, grounds maintenance, equipment maintenance, vehicle maintenance, building maintenance, and other related activities for Public Works.

Emergency Response:

Serve as essential personnel. Must be able to work overtime hours for any unforeseen emergency, severe weather, hurricane/inclement weather conditions, and city functions. Lead crew efforts in pre-storm preparation and post-storm cleanup, debris removal, and asset assessment.

Streets & Sidewalks:

Coordinate and perform right-of-way maintenance, localized asphalt patching, pothole repairs, concrete sidewalk leveling, curb/gutter repair, and regulatory traffic/street sign installation.

Stormwater Management:

Oversee and assist with the inspection, cleaning, and clearing of the City's stormwater systems, catch basins, outfalls, and retention ponds to ensure proper drainage. Assist the Public Works Director with all National Pollutant Discharge Elimination System (NPDES) compliance elements within the cities' municipal separate storm sewer system. (MS4 Permit).

Facility Maintenance:

Perform and supervise preventive and corrective building maintenance and janitorial upkeep at City Hall and other city-owned properties. Troubleshoot and execute minor repairs involving light commercial plumbing (e.g., clearing sinks/toilets), electrical fixtures, carpentry, and painting.

Park Maintenance:

Manage the upkeep of city parks and green spaces, ensuring proper weekly mowing, landscaping, weed control, debris removal, and written operating safety inspections of playground or recreational structures.

Safety & Compliance:

Enforce strict adherence to OSHA safety rules, ensuring the proper use of Personal Protective Equipment (PPE) and temporary traffic control zones (MOT) during road work.

Administration & Inventory:

Monitor material stockpiles, tools, and equipment. Keep and maintain records of jobs performed and materials used. Coordinate with the Director to research cost-effective materials and parts for projects.

Contractor Liaison:

Assist in monitoring the quality of work performed by external vendors or regional agency partners (e.g., utility crews, street-sweeping contractors).

Flexibility:

Respond well to moving from one job to the next with short notice, prepare site/equipment setups, attendance at all City special events, and perform related work as required, including those of a lower classification.

Minimum Qualifications Education & Experience :

High School Diploma or GED equivalent. Minimum of five years of progressive experience in public works maintenance, commercial construction, or a closely related field, including at least three consecutive years of experience in a supervisory, crew-leader, or lead-worker capacity.

Licensing :

Possession and maintenance of a valid Florida Commercial Driver's License (CDL), Class B, at the time of application. Certifications (Required within 6 months of hire) : o Florida Department of Environmental Protection (FDEP) Stormwater/NPDES certification or equivalent training. o Temporary Traffic Control (TTC) / Maintenance of Traffic (MOT) Certification.

Technical & Computer Skills :

Proficiency in operating and maintaining light-to-medium municipal equipment and machinery. Ability to use computers and mobile devices for essential administrative functions, including email, digital work orders, timekeeping, and inventory tracking.

Knowledge, Skills and Abilities Comprehensive Knowledge:

Deep understanding of the methods, materials, tools, and safety practices involved in streets/sidewalk repairs, stormwater infrastructure, facility maintenance (plumbing, electrical, carpentry), and grounds/park upkeep.

Leadership & Mentorship:

Proven ability to effectively schedule, assign, train, and direct the daily operations of a multi-disciplinary field crew while maintaining high team morale and accountability.

Safety & Compliance:

Thorough knowledge of occupational hazards and standard safety precautions (OSHA). Strict adherence to the proper use of Personal Protective Equipment (PPE) and temporary traffic control zones.

Autonomy & Decision-Making:

Ability to work independently with minimal supervision, exercise sound judgment in the field, and rapidly adapt to shifting priorities or emergency/severe weather responses.

Interpersonal & Communication Skills:

Ability to clearly communicate operational directives to the crew, maintain accurate project logs, and interact with city staff, external vendors, and the public with tact, diplomacy, and professionalism. Emergency Declaration Status Essential employees may be required to work during and immediately after declared and undeclared emergencies. On an incident-by-incident basis the Public Works Director will make the final determination as to who will need to be on staff. Essential Physical Skills Employees must have the ability to constantly stand, walk, kneel, climb, bend and squat. Use of both hands and fingers must have good hearing and vision in noisy and blurry conditions. Must be able to work indoors and outdoors in all types of weather situations. Must be able to lift 50 pounds. On rare occasions the work requires pushing and lifting/carrying objects 51 pounds or more. Must be able to work on uneven and slippery surfaces, have good depth perception and reach above shoulders.

Hearing:

Ability to detect proper equipment operation and understand what others are saying in normal conversation, on the telephone, and on the radio.

Speaking:

Ability to communicate orally with others and speak effectively.

Seeing:

Ability to operate a vehicle and equipment. Environmental Condition Requirements Constant work outside under adverse weather conditions and on uneven surfaces, in or with moving objects, very frequently working in heat and high humidity, rain and in or with noisy conditions with fumes and or gases, grease and oils, in or with moving vehicles, with vibrations, odors, and working alone. Frequently working in dampness or coldness, in or with dusty conditions, with lawn maintenance chemicals, on slippery surfaces, and with feet or hands under water. Working Conditions Working on ladders and lifts, working around and with construction hand power tools, lawn equipment and other maintenance equipment with moving parts. Work in public areas under an environment of pedestrian and vehicular traffic. Works near other employees. Related Safety Equipment The employee in this position will be expected to be familiar with all safety rules of the City and to use all safety equipment used to the employee by the City given for the work assignments to be performed at the time. Such equipment may include safety shoes, chemical resistant clothing, rainwear, hearing and eye protection, hard hats, safety vests, support belt and any other such safety equipment the City may require to be worn and used.
