No Location CountyJefferson Street AddressKeewaydin State Park PO Box 247 CityAlexandria Bay StateNY Zip Code13607 Job Specifics Duties DescriptionThe Regional Park Maintenance Supervisor will be responsible for the direction and supervision of the regional maintenance and regional construction/rehabilitation programs. Duties include but are not limited to:

• Actively participate as a member of regional administration.
• Plan and schedule work projects for regionwide work crews which includes maintaining progress schedules and tracking funding.
• Coordinate daily and long-range maintenance/rehabilitation projects.
• Determine required staffing, equipment and materials for projects.
• Supervise crews of permanent and temporary trades people.
• Perform on-site inspections to ensure adherence to safety protocols and project specifications.
• Perform administrative duties, which includes ensuring appropriate materials and tools are available and procured, preparing and submitting budget requests, and establishing and monitoring preventive maintenance programs.
• Oversee the Central Stores facility and the Motor Equipment repair facility.
• Annually assist parks/sites with start-up/shut down support including dock installations and removal.
• Review and prioritize work orders and assign staff/equipment accordingly.
• Design and implement formal training programs and instruct regional staff in proper maintenance, equipment operation and safety techniques.
• Serve as Regional Equipment Coordinator & work directly with Albany Fleet on the procurement of new vehicles and large equipment.
• Manage the Region's CDL driver pool including training and testing procedures.
• Respond to emergency situations as needed. Minimum QualificationsThis title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
• To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position.

The qualifications are:

Either 1. six years' experience

• in the construction, operation, or maintenance of a park or recreational facility in a park setting; two years of this experience must be at a supervisory level;

Substitution:

Associate degree in a related field can substitute for two years of specialized experience; a bachelor's degree in a related field can substitute for four years of experience; a master's degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.

• Degrees in other fields will NOT be substituted in lieu of the specific specialized degrees listed above.

Transfer Opportunity:

Candidates must be current New York State employees and have one year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law. A park or recreational facility within a park is defined as a location that offers at least three of the following elements: ballfields, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming.

• If verifiable, we will accept and prorate appropriate part-time and volunteer experience.

For the duration of the

NY HELPS

Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary

employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under

NY HELPS

will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a

NY HELPS

title, employees may take part in any promotion examination for which they are qualified. Additional Comments

OPERATING NEEDS

• Must possess and maintain a valid driver's license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment; CDL Class B minimum, Class A preferred.
• Must have the ability to operate a chainsaw and must complete OPRHP Sawyer training or equivalent within the probationary period and maintain it as a term and condition of employment.
• Experience with heavy equipment, power tools and reading blueprint/drawings for construction projects.
• Must have completed, or need to complete within the probationary period, the following: competent level fall protection, scaffolding, confined space, and excavation & trenching trainings.
