The Maintenance Supervisor (MS) is responsible for managing ongoing maintenance of the RPA's on and off-street parking facilities, equipment, and rental spaces, as well as managing all facility maintenance and improvement capital projects. The MS ensures that operations, maintenance, and vendor management standards of RPA contracts are met in a safe, cost effective, and efficient manner. The MS is also responsible for providing hands-on supervision of all the employees of the Maintenance Department. The work of the MS position is guided by RPA policies, procedures, Employee Manual, Collective Bargaining Agreement (CBA), other RPA documents, and the leadership of the Director of Operations.

ESSENTIAL FUNCTIONS

Assesses equipment, materials, and labor needed to complete all maintenance tasks while reducing wasted resources. Flexible to perform any skilled or unskilled task within classifications M1 thru M3. Advises superiors of all personnel issues within the maintenance department. Responsible for the training of all maintenance staff personnel. Routinely collaborates with superiors as a means of conveying new ideas and problem solving. Coordinates and oversees the services and activities of outside contractors and vendors. Directs maintenance staff in complex troubleshooting. Maintains a variety of manual and electronic files and/or records. Routinely conducts computer research as a means of exploring new products and price comparisons. Utilizes computer software and hardware for the purpose of sign making, graphic design, word processing, and charts. Maintains RPA tools and vehicles. Maintains a satisfactory level of parts and inventory supply. Tracks the shipping and receiving of repairs and supplies. Performs a wide variety of skilled maintenance activities for the purpose of ensuring that all maintenance issues are resolved, and projects are completed in a safe, effective, and timely manner. Prepares a variety of documents and reports. Prioritizes and assigns work orders to all maintenance staff for the purpose of ensuring RPA facilities are maintained in a safe working environment and within budget. Programming alarm systems and safe codes and maintaining up to date, confidential records. Responsible for state mandated parking meter certification requirements.

QUALIFICATIONS

The in-depth understanding of building and grounds maintenance, specifically parking equipment maintenance and repair. The ability to safely operate all hand and power tools along with other powered and unpowered equipment. Computer proficiency in Microsoft Excel and Word, internet research, and graphic design. Ability to produce professional quality signs. Ability to schedule and oversee projects. Must be able to work well with others. Able to read and understand technical manuals, blueprints, and mechanical drawings. Must have a mechanical aptitude in troubleshooting and repair. Ability to schedule projects and meet project deadlines. Must be able to make sound decisions while working under limited supervision.

KNOWLEDGE/EDUCATION/TRAINING/LICENSES/CERTIFICATIONS

Completion of an associate degree in civil, mechanical, or electrical engineering or completion of trade or vocational school curriculum in mechanical, electrical, and technical aspects of physical and mechanical plant and equipment maintenance. Will also consider people with equivalent work experience. The MS will have general knowledge in the areas of general repair and troubleshooting of fire and life safety systems, boilers, generators, power distribution, plumbing, HVAC, parking meters, parking access control systems, and parking systems communications technology. Knowledge of the methods, materials, tools, and practices used in the repair of the physical and mechanical plant and related equipment of parking facilities. Knowledge of RPA policies, rules and regulations and procedures. Knowledge of the laws governing occupational hazards and safety regulations for the maintenance work force, parking facilities, and the RPA office, and ensures that required regulations are posted in accordance with the law. Knowledge of technical, electrical, and mechanical operations and equipment found in the physical plant of the parking facilities and Authority office. Ability to supervise employees performing maintenance and custodial activities, and to oversee work being performed by outside contractors. Skilled at using common hand and power tools to perform jobs related to electrical, mechanical, and physical plant of the parking facilities and Authority office. Ability to deal effectively with superiors, other employees, subordinates, and the public. Ability to operate a motor vehicle. Knowledge of Parking Access Control Systems preferred (i.e., gates, ticket spitter, loop systems, etc.). Knowledge of repair, cleaning, and maintenance of video monitoring system. Ability to understand and follow detailed oral and written instructions including diagrams, schematics, and blueprints. Knowledge of how to use and properly maintain common and specialized power tools as well as diagnostic equipment.

EXPERIENCE/WORK SKILLS

A minimum of five years of mechanical and building maintenance experience, two years of which was supervisory experience.

While performing the duties of this job, the employee is regularly required to perform the following physical demands: occasional lifting, carrying, pushing and/or pulling; some stooping, kneeling, crouching and/or crawling; showing fine finger dexterity.
