Job Description
Under the direction of the Utility Services Field Supervisor, the purpose of this position is to facilitate continuing water services to the City by providing skilled maintenance services. This is accomplished by setting, maintaining, programming, repairing and/or replacing new and existing water meters and associated water system infrastructure. Other duties include inspecting City owned water lines in close proximity to the meters and working in close collaboration with Public Works to effect repairs if required, testing meters in-place for and with customers, and educating or responding to customer questions regarding the water meter infrastructure or utility billing processes. This position does not provide direction to other employees. Sets, maintains, repairs, replaces and programs water meters by: Inspecting meters and associated infrastructure for proper operation. Evaluating Meter Transmission Unit (MTU) for continuity and repairs (including splicing wires) or replacing unit as required. Inspects meter register for proper performance and replaces if necessary. Programming MTU when either the MTU or the meter is repaired or replaced to ensure reading radio signal is accurate. Performs data sync process on a daily basis to update accounts with daily account activity information. Inspects meter and City owned meter related plumbing (except for service lines) for leaks and repairing leaks if detected or replacing meter if required. Works in close collaboration with Public Works when required maintenance or repair activity extends to main water system supply infrastructure. Maintains, repairs, and/or replaces water meter infrastructure by changing out damaged or non-functional meter boxes and angle stops, replaces meter gaskets/washers and repairs or replaces meter lids and meter boxes. Disconnects water service and locks meter if required due to non-payment. Reconnects service after payment issues are resolved. Tests meters in-place if requested by customer. Pulls meter for remote lab testing if requested by customer. Installs and programs temporary meter while testing is in progress and reinstalls original meter if it meets performance specifications. Interfaces with test lab; delivers and picks-up meter and responds to questions from test lab as required. Processes service orders using contractor provided software application City Works. Manages water meter specific parts and supplies inventory. Monitors stock levels of meters, MTU's, registers, lids, boxes and associated equipment and tools, and replenishes inventory as required. Regular attendance required with work performed outdoors, in all weather conditions (excluding lightning). Work requires knowledge necessary to understand basic operational, technical, or office processes. Level of knowledge equivalent to four years of high school or equivalency. Less than one year of related experience required Class C Water Distribution System certification or ability to obtain same within one year of employment start; Valid TX Driver's License required, meeting City driving standards.
