Summary Operates a multi-channel radio console and a multi-line telephone, while maintaining computer-aided dispatch systems and other computer systems for receiving, coordinating and disseminating instructions, yet non-critical information from various sources and maintaining radio contact with mobile/field police, fire, and life safety units to monitor response, progress and support. Distinguishing Career Features The Communications Operator I is the first and entry level within an emergency dispatching career path. Communications Operators I will serve as secondary call receiver, handling calls of a non-emergency, less acute nature and serving as backup to an Operator II when integrated services are required of the nature of the incident is acute. Advancement to Communications Operator II requires schooling as stated in the qualifications section and a minimum of 2 years as an Operator I or equivalent. Advancement to Senior Communications Operator requires 3 years as an Operator II, qualifications and access to all law enforcement databases, and the ability to serve as a leader in an emergency operations center and trainer of other operators. Essential Duties and Responsibilities § Answers non-emergency and low acuity-level incoming telephone calls, communicating with various callers to obtain complete information, determine the specific need for dispatching police, fire, towing, and/or medical response. § Learns and operates a computer-aided dispatch system, telephones, multi-channel radio, TDD (text telephone device for hearing/speech impaired), numerous computer databases and maps. § Learns and accesses law enforcement databases to retrieve information supporting other communications operator and police/fire/life safety services. § Assists with maintaining contact with field units and other emergency service providers, and the general public to obtain and disseminate information. § Retrieves information from automated files to respond to queries from a variety of sources by typing correct password keys, information masks or special alpha number string formats on computer strings. § Inputs, updates, requests, transmits and queries information from a variety of sources to maintain current accurate records or to access databases for information, wants and warrant checks, intelligence, and/or driver license and vehicle registration checks by typing on a computer keyboard. § Reads/interprets maps for the public, field personnel, and other public safety agencies in order to assist in locating certain geographical areas using a state map, atlas, city and county maps, and various computer mapping systems. § Interprets telephone or radio call locations from maps by applying knowledge of local highway system and geography in order to provide appropriate and timely assistance. § Performs other duties as required to accomplish the objectives of the position. Qualifications

Knowledge and Skills The position requires basic knowledge of law enforcement terminology, the operating protocols and procedures for emergency dispatch within public safety at the City, and the rules and regulations of the federal communications commission covering radios and voice transmission devices. Requires knowledge of the Eagle Pass and Maverick County geography including major and minor highways and roadways. Requires knowledge of and skill at using a computer, common office productivity software, geographic information systems, and specialized applications used in public safety for emergency dispatch. Requires sufficient command of English language and grammar to record and relay information accurately, clearly, and concisely. Requires sufficient human relations skills to gather information while calming callers who are under stress, employ advanced telephone interviewing skills to obtain critical information, and relay information accurately to responders. Requires sufficient knowledge of math to record and compute quantities and distances. Requires skill in learning new information quickly and in thinking and reacting quickly, clearly, and logically in routine or emergency situations that require rational thought, immediate comprehension and action in accordance with established policy and procedures. Abilities Requires the ability to carry out the duties of the position. Requires the ability to learn, master, and communicate on and operate a two way radio using codes and language specific to the job. Requires the ability to learn to and simultaneously operate a computer-aided dispatch system, telephones, multi-channel radio, TDD (text telephone device for hearing/speech impaired), numerous computer databases and maps. Ability to maintain confidentiality of information gained while working and restricting the use of such information to work duties. Requires the ability to make fast responses and quick and correct decisions, take charge of conversations, and obtain accurate information from callers and responders. Requires the ability to communicate with callers of diverse backgrounds and cultures. Requires the ability to use grammatically correct sentence structure. Requires the ability to maintain certifications for law enforcement information systems and communications devices. Requires the ability to pass a physical exam, hearing test, background investigation which includes polygraph and psychological examinations. Requires the ability to work a variety of schedules during days and nights. Requires the ability to attain the certifications necessary for sustained employment. Physical Abilities Requires the ability to function primarily indoors in a secure office environment engaged in work of primarily a sedentary nature. Requires ambulatory ability to move about forward flexing to operate multiple communications devices, retrieve files and keyboard at an acceptable rate (40 w.p.m.). Requires sufficient hand-eye-arm coordination rapidly access office equipment. Requires visual acuity to read computer screens, printed material, and detailed map information. Requires auditory ability to carry on conversations over the phone and in person. Education and Experience The position requires a high school diploma or GED with demonstrated competency in geography, English language, and math. Licenses and Certifications Requires a valid driver's license. Working Conditions Work is performed indoors where some safety considerations exist from rapid physical movements and work in a confined space.
