POSITION PURPOSE
Oversees execution of human resources policies and programs, which includes but not limited to recruitment and onboarding, training, workforce development, employee relations, compliance, risk management, and compensation and benefit planning. Leads and facilitates company-wide education and development initiatives to enhance employee skills, support career growth, and align workforce capabilities with organizational goals. Recommends and develops policies and implements approved programs and policies designed to protect company and employee interests in accordance with company HR policies and governmental laws and regulations. Identifies and complies with legal requirements and government reporting regulations. Manages the payroll department and functions.
ESSENTIAL DUTIES/RESPONSIBILITIES
Support employees and leadership to provide guidance related to HR policies and procedures. Designs, updates, and implements HR policies and procedures. Oversees and facilitates organization-wide training and development efforts to ensure employees are equipped for success and aligned with company objectives. Partners with senior management to resolve complex employee relations issues and grievances; provides coaching and counseling to management and staff. Leads company recruitment strategy. Manages health, 401(k) and leave benefits programs; Partners with insurance brokers/TPAs on claim management and strategies. Organizes annual Open Enrollment for benefit enrollment. Identify and coordinates performance-related training needs; develop new training programs that align with company goals and priorities; Oversee company-wide competency tracking, including performance management systems. Provides oversight and administration of the company's HRIS system. Provides oversight of compensation strategy; establishes annual compensation ranges. Manages immigration programs (H-2Bs and green card sponsorships). Manages company housing and seasonal rentals. Assists with Worker's Compensation claims and Safety initiatives. Maintains in-depth knowledge of legal requirements related to the management of employees and ensures regulatory compliance (EEO, ADA, Affirmative Action, FMLA, workers compensation, FLSA, ERISA, DOL, multi-state payroll, Wage & Hour law, etc.). Provide supervisory leadership to the payroll department and track the team's timekeeping in ADP. Supports CHRO in the day-to-day management of the Human Resource Department. Model The Gallegos Corporation's mission and values at all times. This position does have supervisory responsibilities.
REQUIREMENTS
Bachelor's degree in Human Resources, Business Administration, or a related field and a minimum of 6 years of related experience. If no degree, a minimum of 10 years' experience in Human Resources field. Human Resources experience in a multi-state organization preferred. Experience with multi-state payroll within the construction industry preferred. Must be able to interact and communicate with individuals at all levels (internal and external) Ability to foster teamwork. Strong oral and written communication skills; Ability to build collaborative relationships. Must be detailed oriented. Travel to different work locations in multiple states (5%)

Proficient in Microsoft Office Proficient in HRIS systems; Experience with
ADP WFN, ADP
Enhanced Time preferred
LANGUAGE ABILITY
Must have working knowledge of the English language, including reading, writing, and speaking English. Spanish language is preferred.
