• Working together with our community to achieve common organizational goals This position performs intermediate technical work in monitoring and operating the SCADA system to ensure continuity of the electrical transmission and distribution systems; does related work as required.

Work is performed under the regular supervision of the System Operations Supervisor. Provides supervision and training to other employees as assigned. Essential Functions Operates and monitors the Supervisory Control and Data Acquisition System (SCADA) in real time to maximize system economics and function within operating constraints. Applies a working knowledge of electrical theories, practices, rules and regulations, procedures, and processes related to electrical distribution and transmission systems. Leads the work of others in maintaining system status within regulated settings. Monitors the SCADA system and analyzes alarm situations. Determines, dispatches, and implements appropriate action to ensure continuity of service. Prepares and maintains appropriate diagrams, records, and files. Serves as the tagging authority and evaluates requests for clearances and right-to-work on the 26kV distribution system for scheduled work, emergent work, and contingency situations by interpreting diagrams and operating circuit breakers, motor switches, load tap changers, reclosers, and ground safety devices. Initiates control actions to mitigate thermal, stability, and voltage limit violations. Analyzes and interprets schematic and one-line diagrams of system mapping to identify possible causes of faults, location of equipment to identify correct circuit/feeds for customer areas, and to create switching orders to resolve said issues. Utilizes GIS for quick reference of system equipment assets and to identify primary to secondary feeds. Performs dual responsibility as SCADA operator and dispatcher to maintain system integrity. Provides outstanding customer service for billing inquiries, electrical issues, meter related issues, and streetlight problems; Advises life support customers of problems. Answers trouble calls and dispatches appropriate personnel to restore power. Develops, applies, and continuously updates a system of standard operating procedures. Responds to customer complaints involving service disconnections, distribution issues, reliability issues, and other issues. Issues work orders to field personnel for customer-related issues on the electrical system during normal work hours, after hours, and on weekends. Performs calculations, collects and enters data, maintains records and logs, and prepares reports. Monitors radio communications, CRT, strip charts, event and log printers; analyzes alarms, and station changes. Coordinates scheduled outages, changeovers, etc. with field crews and contractors. Maintains reports on interruptions, outages, and system changes. Maintains communications with other public utilities. Maintains and updates hold tag lists, life support list, status board, and pass down book. Oversees daily work of System Dispatchers and performs the duties of a System Dispatcher as assigned. Performs related tasks as required.

Education and Experience:

High school diploma or equivalent. A minimum of one year of experience as a SCADA System Operator, or five years of experience working with electrical distribution systems in a capacity that provides the requisite knowledge, skills, and abilities for the position.

Special Qualifications:

North American Electric Reliability Corp. (NERC) Transmission System Operator Certification.

Knowledge, Skills and Abilities:

Thorough knowledge of switchgear, relay equipment, breakers, electrical circuits, and substation layouts. Thorough knowledge of the operations and procedures of the SCADA system. Ability to accurately determine type and location of problems. Ability to determine appropriate corrective actions and dispatch proper personnel. Ability to prepare and maintain accurate records. Ability to establish and maintain effective working relationships with co-workers and the general public. Ability to perform effectively during emergency situations. Physical Demands The work is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects. Additionally, the following physical abilities are required:

Hearing:

Required to perceive information at normal spoken word levels.

Picking, pinching, or otherwise working, primarily with fingers rather than with the whole hand as in handling.

Required for preparing and analyzing written and symbolic information and data, determining the accuracy and thoroughness of work, and observing general surroundings and activities.

Required for expressing or exchanging ideas by means of the spoken word. Work Environment Work is performed primarily indoors; the worker is subject to various levels of noise.
