Job Description

Servexo Protective Services seeks an experienced Quality Control Manager / Contract Compliance Manager to administer the Contractor Quality Control (QC) Program for a multi-year Department of the Navy armed and unarmed local guard services contract. This role blends quality management, security operations compliance, and government contract program support. The QCM will work directly with the Program Manager, Site and Shift Supervisors, and the Government's Contracting Officer's Representative (COR) on all matters affecting contract performance, documentation, and reporting.
KEY RESPONSIBILITIES
1. Quality Control Plan Ownership Develop, implement, maintain, and update the written Contractor Quality Control Plan in full compliance with the PWS Design and execute a systematic inspection schedule covering all guard posts, shifts, and duty positions across both contract locations 2. Federal Contract Compliance — DoD / Navy Identify and document any instances of non-compliance; coordinate corrective actions with the Program Manager and Supervisors before the Government identifies a deficiency Monitor FPCON changes and verify the guard force responds in compliance with pre-planned requirements under the contract 3. Performance Assessment Reporting (PAWs / MPAS) Prepare and maintain Performance Assessment Worksheets (PAWs) documenting QC inspection outcomes at the frequency required by the PAP Compile and submit Monthly Performance Assessment Summaries (MPAS) to the Program Manager for submission to the COR 4. Training & Certification Compliance Audits Maintain a master tracking system for all personnel certifications including initial training (J-0401000-09), annual sustainment training, CPR/AED/First Aid, weapons qualifications, quarterly deadly force training, and physical fitness testing 5. Government Stakeholder Liaison Act as the Program Manager's designated representative for quality and compliance matters with the Government COR, Senior Performance Assessment Representative (SPAR), and Performance Assessment Representatives (PARs) 6. Incident & Discrepancy Documentation Review all Incident Reports, Daily Security Logs, and Discrepancy Reports for completeness, accuracy, and compliance with reporting timelines •Note on hours: Schedule is currently set at 12 hrs/week (Mon/Wed/Fri, 8 AM-12 PM). Hours may be adjusted upward by mutual agreement based on contract performance demands, upcoming performance assessments, or Government audit activity.
REQUIRED QUALIFICATIONS
Minimum 3 years of quality control, contract compliance, or security operations management experience — federal government service contracts strongly preferred Working knowledge of DoD/Navy contract performance management including PWS execution, Quality Control Plans, Performance Assessment Plans, and CDR response Familiarity with CNIC guard force standards, NAVFAC contracting requirements, and applicable OPNAVINSTs governing armed security force operations Demonstrated ability to prepare professional written reports, corrective action plans, and government correspondence Strong organizational skills — ability to manage multiple certification tracking systems, inspection schedules, and reporting deadlines simultaneously Proficient in Microsoft Office Suite (Word, Excel, Outlook); experience with electronic document management systems Must pass criminal background investigation and obtain base access credentials Valid Florida driver's license — reliable personal transportation required for travel between inspection sites
PREFERRED QUALIFICATIONS
Associate's or Bachelor's degree in Criminal Justice, Security Management, Business Administration, or related field Prior military, law enforcement, or DoD armed security contractor experience ASIS International certification (CPP, PSP, or APP) Direct experience with SCA (Service Contract Act) compliance and wage determination administration in a federal contract environment Prior experience responding to Government CDRs, performance deductions, or CPARS evaluations
WORK ENVIRONMENT
Work is performed in a combination of office and field environments — indoor post inspections, outdoor perimeter checks, and pier/fuel terminal access required Must be comfortable working in a DoD security environment with armed guard personnel, restricted areas, and active fuel terminal operations Schedule is part-time; additional hours may occasionally be needed prior to Performance Assessment Board meetings, COR inspections, or contract deliverable deadlines Occasional lifting up to 25 lbs; ability to walk, stand, and conduct extended post inspections required
