IV MAINTENANCE TECHNICIAN / DISTRIBUTION SYSTEM OPERATOR
(MOSS WTP) This work involves skilled trade and service tasks related to the operations, maintenance and repair of the water distribution and water treatment plant systems. Usually, work is completed in a 40-hour week, but some overtime may be required. Typically, work is performed in the field and at the treatment plant under various weather conditions. The position requires significant initiative and independent judgment to complete assigned tasks within established budget guidelines. The Plant Supervisor or other designated management staff provide supervision. Employees often work in environments with unpleasant odors, hazardous gases, chemicals, confined spaces, loud noises, and other dangers. They may be subject to 24-hour emergency calls and may need to work overtime on weekends and holidays, as well as during emergency response situations.
EXAMPLES OF WORK PERFORMED 1.
Performs routine plant and system maintenance and emergency repairs. (70%) Observes control instruments, alarms, and operating conditions to detect equipment malfunctions. Tests and operates equipment to determine the nature and cause of problems. Installs, maintains, troubleshoots, and repairs pumps, automatic treatment and sampling equipment, blowers, mechanical process equipment, compressors, flotation units, pressure regulators, relief valves, flow meters, hydraulic gates, chemical feed equipment, instrumentation, and electric, natural gas, and diesel-powered motors. Performs maintenance and troubleshooting of electrical systems, motor controls, variable frequency drives (VFDs), starters, control panels, and related equipment. Disassembles, inspects, repairs, and rebuilds electric motors, pumps, valves, chemical feed units, and associated equipment. Inspects equipment for wear and damage using precision measuring tools and equipment. Operates, exercises, inspects, and maintains fire hydrants and valves in support of water quality and distribution system reliability. Replaces worn or damaged parts and reassembles equipment in accordance with manufacturer specifications and standard procedures. Performs electrical, plumbing, welding, fabrication, and mechanical tasks necessary to complete equipment repairs. Completes preventive maintenance inspections, lubrication, and scheduled replacement of equipment components. Responds to emergencies, troubleshoots equipment failures, and identifies specialized assistance needed to complete repairs. Maintains maintenance equipment, tools, vehicles, and workshop areas. May construct forms, structures, supports, or other required facilities. 2. Operates the water treatment plant and associated equipment as needed. (15%) Operates various plant equipment, vehicles, and tools necessary to complete work assignments. Uses hand tools, power tools, pipe cutters, threaders, cutting torches, pressure gauges, testing equipment, and specialized maintenance equipment. Provides backup operational coverage for Water Treatment Plant operators as needed, including scheduled vacation coverage, leave coverage, training coverage, and other staffing requirements. Performs water treatment plant operational duties while maintaining compliance with applicable drinking water regulations and operational standards. 3. Completes reports and maintains records. (10%) Maintains records of maintenance activities, materials used, inspections, and repairs through work orders and maintenance management systems. Prepares oral and written reports regarding maintenance projects and equipment conditions. Coordinates preventive maintenance requirements and schedules with supervisors to ensure routine work is completed as scheduled. Records operational readings from meters, instrumentation, treatment equipment, and process systems. Maintains accurate documentation required for regulatory compliance and operational records. 4. Performs other duties as directed. (5%) It is understood that, as a public utility, HWEA provides water and wastewater treatment services, as well as distribution/collection services to its customers. Any duty necessary to perform these crucial functions may be required of any employee, even if not specifically listed in this position description.
DESIRABLE KNOWLEDGE, SKILLS, AND ABILITIES
Comprehensive knowledge of the principles and practices of mechanical trades, including the use, maintenance, and care of tools and materials. Comprehensive knowledge of occupational hazards and safety procedures associated with mechanical, electrical, and treatment facility maintenance work. Knowledge of electrical theory, motor controls, instrumentation, hydraulics, and mechanical systems related to pumps, motors, and treatment plant equipment. Knowledge of pumps, motors, VFDs, electrical controls, valves, chemical feed systems, instrumentation, and related water and wastewater treatment equipment. Knowledge of preventive maintenance programs and troubleshooting techniques for mechanical and electrical systems. Considerable knowledge of drinking water and treatment processes, systems, and equipment. Knowledge of drinking water treatment operations and regulatory requirements. Skill in performing maintenance and repair work on mechanical and electrical systems used in water and wastewater operations. Skill in troubleshooting equipment failures and identifying corrective actions. Skill in reading and interpreting electrical schematics, blueprints, diagrams, manuals, plans, and technical documents. Skill in using hand tools, power tools, testing equipment, and precision measuring instruments. Ability to learn and perform water treatment plant operator duties. Ability to obtain and maintain required operator certification and meet continuing education requirements. Ability to work safely, independently, and as part of a team. Ability to prepare accurate reports, work orders, and operational records. Ability to establish and maintain effective working relationships with employees, management, Board of Directors, vendors, consultants, regulatory agencies, and the public. Knowledge of applicable drinking water regulations, Kentucky Division of Water requirements, and established water treatment plant operating procedures. Ability to understand and follow regulatory requirements, standard operating procedures, safety procedures, and manufacturer specifications.
DESIRABLE EDUCATION AND EXPERIENCE
At least four years of experience in the installation, maintenance, troubleshooting, and repair of mechanical equipment, pumps, motors, electrical controls, instrumentation, and related equipment and appurtenances. A high school diploma or equivalent is required. Vocational training or technical education in mechanical maintenance, electrical systems, industrial maintenance, water/wastewater operations, or related fields is highly desirable. Experience working in a water or wastewater treatment facility, including operation and maintenance of treatment processes and equipment, is preferred. Any equivalent combination of education, training, certifications, and experience that provides the desired knowledge, skills, and abilities will be considered.
NECESSARY SPECIAL REQUIREMENTS
Must obtain and maintain the appropriate Kentucky drinking water treatment and distribution system operator certifications within the timeframe established by HWEA. Electrical or maintenance certifications may be required and will be determined by HWEA based on the duties assigned to the position. Must maintain a valid Kentucky driver's license with a safe driving record and be able to operate vehicles with standard and automatic transmissions. Must be available by telephone and able to respond to emergencies and work overtime when needed. Must attend required safety, first aid, and job-related training. Must maintain certification through required continuing education and comply with all applicable Kentucky Division of Water regulations. Must demonstrate the ability to perform Water Treatment Plant operator duties and provide shift coverage when required. Must be willing and able to work weekends, holidays, nights, and emergency call-outs as operational needs require.
