Position Objectives:
An employee in this class plans for the operations of a plant to treat and provide potable water or to treat and dispose of wastewater in an environmentally safe manner. Work is performed in accordance with state and federal laws and regulations. The employee serves as ORC (Operator in Responsible Charge) of a water or wastewater treatment plant. Work involves planning, supervising and participating in the operations of the plants; observation and analysis of laboratory results; ensuring proper preventive maintenance and repairs of treatment plants and lift stations; monitoring of wells; and establishing and maintaining records and reports necessary for full compliance with all regulations. Work also includes providing input on facilities and equipment needs, and motivating, coaching, and ensuring effective productivity of division personnel. Employees participate in a rotation with responsibility for weekly on-call, emergency call back, and weekend operation of water and wastewater treatment plants, lift stations, wells and test sampling. Work involves public contact, initiative and judgment. Employees are subject to the hazards associated with working around raw wastewater and treatment machinery including hazards of noise, vibration, proximity to moving mechanical parts, electrical current, exposure to chemicals, fumes, odors, dusts, mists, gases, poor ventilation, and may be required to work in confined spaces and use protective breathing equipment. Work around wastewater is also subject to the final standards of OSHA on bloodborne pathogens. Work is performed under the supervision of the Public Services Director and is evaluated through conferences and reports and compliance with required laws and regulations.
Duties and Responsibilities:
Supervises and participates in the work of treatment plant operations and process control; laboratory analysis; preventive maintenance and repair of plant equipment, facilities, and lift stations; and well monitoring. Serves as Operator in Responsible Charge of a Grade III wastewater or Grade B well water treatment plant. Motivates, coaches, and conducts performance evaluation of employees; ensures proper training and certification of assigned personnel; recommends and participates in hiring and disciplinary actions. Collects water and/or wastewater samples and performs standard laboratory chemical and biological tests; supervises laboratory operations; reviews reports and records for accuracy and to review operations; supervises contracted or in-house analysis of more complex properties. Supervises and participates in preventive maintenance programs for plant equipment, facilities and grounds; participates in repair activities and supervises contracted repairs. Provides input and requests necessary resources for plant operations as part of annual budget process; orders supplies and equipment and maintains an inventory of required chemicals, supplies Prepares, maintains, and analyzes a variety of reports and records as required for mandated reporting and as needed for organizational decision-making. Participates with management in planning for and permit renewal, current and future capacity needs, and plant modifications for increased efficiency or regulatory compliance. Additional Job Duties Performs related work as required.
Minimum Requirements:
Thorough knowledge of the local, state, and federal laws and regulations relating to water and/or wastewater treatment and related safety practices. Thorough knowledge of the principles and practices of water and/or wastewater treatment including operations, pretreatment, laboratory analysis, preventive maintenance practices, and sludge disposal methods and regulations. Working knowledge of effective supervisory practices and related laws and regulations. Working knowledge of the Town budget, purchasing, and personnel policies and practices. Working knowledge of mechanical, electrical, and electronic trades as applied to water and wastewater treatment facilities and equipment maintenance and repair. Ability to plan and organize work over a broad scope of operations and to communicate departmental expectations. Ability to operate computer for data storage, retrieval, and analysis. Ability to analyze information and make effective decisions. Ability to establish and maintain effective working relationships with Town and regulatory officials, supervisors, employees, and the general public. Ability to communicate effectively orally and in writing. Physical Requirements Must be able to perform the basic life functions of climbing, balancing, stooping, crouching, reaching, walking, talking, and hearing. Must be able to perform medium work exerting up to 50 pounds of force occasionally; and/or up to 20 pounds of force frequently and/or up to 10 pounds of force constantly to move objects. Must possess visual acuity necessary to inspect schematic drawings, prepare and analyze figures and data, perform extensive reading, and operate a computer terminal.
Desirable Training and Experience:
Desirable Education and Experience Graduation from high school supplemented by coursework in chemistry, biology, environmental science or related field and considerable water or wastewater treatment experience, including supervisory experience; or an equivalent combination of education and experience. Special Requirements Possession of a valid North Carolina driver's license.
Water Treatment ORC:
Grade B Well Operator and Grade I Wastewater Treatment Operator certifications; Grade II Wastewater Treatment Operator certification desirable.
Wastewater Treatment ORC:
Grade III Wastewater Treatment and Grade C Well Operator certifications; Grade B Well Operator certification desirable.
