OFFICE OF CHIEF FINANCIAL OFFICER - TREASURY DIVISION
Financial Analyst Manager III Be a Part of the City You Love! The Office of the Chief Financial Officer - Treasury division is accepting applications for a Financial Analyst Manager III position. Position Summary The Financial Analyst Manager III, located within the Office of the Chief Financial Officer and assigned to the Treasury Operations Division's Property Tax Branch, oversees complex financial analysis functions that support property tax administration for the City of Detroit. The position is responsible for planning, implementing, managing, and controlling analytical and operational activities performed by assigned teams, including Supervisory Financial Analysts, professional analysts, and paraprofessional staff. The incumbent ensures the effective use of applicable ERP Cloud modules that impact Treasury operations and is accountable for the timely and accurate billing of property taxes. Responsibilities include maintaining the property tax database such as applying millage tables, processing adjustments, issuing refunds and coordinating with county officials on delinquent property tax matters and related billing fees. This role requires strong leadership in financial operations, system implementation, and cross-departmental coordination to support the overall objectives of the Office of the Treasury. Treasury Property Tax:
Ensures timely and accurate property tax billing. Maintains property tax database (applies millage tables to assessed values, adjusts, issues refunds). Coordinates with the County for delinquent city property taxes and billing fees. Manages a subordinate staff of managers, supervisors, professionals, and paraprofessionals who perform professional financial analysis work including financial planning and analysis, cost studies and alternative analysis, and compliance and ad hoc analysis. Maintains property tax database (customize reporting, payment error correction, process adjustments, issue refunds). Bank administrator for online banking systems (JPM Access, Huntington Bank, DivDat Merchant Services) Reviews all Treasury implications in connection with local or regional acquisitions and divestitures, providing support to the Treasury department leader Collaborates with heads of other units to negotiate, decide on, and/or coordinate work-related changes affecting other units. Identifies developmental and training needs of employees in consultation with the Chief Learning Officer; Provides or makes provision for such development and training. Using ERP Cloud applications supervises/manages the following activities:
Oversees:
Creation of Financial Reports and Analyses Using ERP Cloud Technology and through appropriate application modules: Drives functional enhancements to planning and forecasting processes and activities and ensures best practices are used by subordinates, agencies, and other departments Provides managerial consultation and assistance to subordinates in preparing budgets, grants, proposals and contracts; Interprets, applies, and enforces budget and financial guidelines Identifies and advises on budget overruns, revenue shortfalls and other financial problems for large departments; Recommends options and solutions and works with management to resolve problems Consults with other managers to ensure that budget adjustments are made in accordance with program changes Performs special projects and other duties as assigned
GENERAL MANAGEMENT/SUPERVISORY DUTIES AND RESPONSIBILITIES
Manages a subordinate staff of managers, supervisors, professionals, and paraprofessionals who perform professional financial analysis work including financial planning and analysis, cost studies and alternative analysis, and compliance and ad hoc analysis Plans work to be accomplished by subordinates including the implementation of the ERP Cloud modules and technology applications that impact the work managed Ensures compliance with all the implementation guidelines required for successful implementation and use of new technologies Identifies operational issues associated with ERP Cloud and new technology applications and brings these to the attention of the higher-level personnel for resolution Makes decisions on work problems presented by subordinate Supervisors and Managers Collaborates with heads of other units to negotiate, decide on, and/or coordinate work-related changes affecting other units Advises officials with broader and higher responsibilities on problems involving the relationship of the work of the unit supervised to broader programs, and its impact on such programs Sets priorities and prepares schedules for completion of work Assign work to subordinates based on priorities, selective consideration of the difficulty and the requirements of the assignments, and the capabilities of employees Interviews candidates for positions in his unit Makes recommendations for appointments, promotion, or reassignment involving such positions Evaluates performance of subordinate Managers and Supervisors Reviews evaluations made by Supervisors on other employees Make selections for nonsupervisory positions, recommending selections for Supervisors and Manager positions Hears group grievances and serious employee complaints, or ones not resolved at a lower level: reviewing serious disciplinary cases those proposing suspensions and removals, and disciplinary problems involving key employees As needed, consults specialists on training needs, and decides on training problems related to the units managed including training in ERP Cloud applications and new technologies Identifies developmental and training needs of employees in consultation with the Chief Learning Officer Provides or makes provisions for such development and training Qualifications (required): Bachelor's degree from an accredited college or university, with major course of work in accounting, business, public administration, or a closely related field. Such education must include at least twenty-four (24) semester (36 terms) credits of coursework in accounting, finance, or economics Must have a minimum of six (6) years' total experience: Four (4) years of direct experience in finance and/or accounting and two (2) years in a supervisory capacity over finance and/or accounting professionals. Financial Analyst Manager III must demonstrate proficiency with integrated word processing and spreadsheet functions. Qualifications (preferred): Master's degree from an accredited college or university with major course work in finance, accounting, public administration, or business administration or a closely related field. Master's degree and/or CPA certification. Knowledge of property assessment, tax roll management, billing and reporting software (BS&A) Demonstrated experience in process improvement and operational optimization

standards. High proficiency of Microsoft Excel and able to process large quantities of data using spreadsheets with formulas. Strong, proficient foundation in core accounting principles, budgeting and forecasting. Physical Demands The employee generally remains in a stationary position for an extended period of time operating standard office equipment which may include computers, telephones, photocopiers, and fax machines. The employee is expected to move about to accomplish tasks such as opening file cabinets and moving files. Must be able to lift, push, pull, and carry up to 20 pounds. Work Environment Work is performed primarily in an office environment. Some work requires travel to meetings, conferences, and other work sites with exposure to seasonal weather conditions.
PROBATIONARY PERIOD
Individuals appointed to a position in this class will be required to serve a probationary period of six months with the possibility of a six-month extension for a total of twelve months. The performance will be carefully evaluated during the probationary period. Continued employment in this class will be contingent upon the successful completion of the probationary period and meeting all of the performance expectation requirements.
