This individual will be responsible for leading the development and submission of qualifications packages, proposals, and marketing materials for federal, state, and local government agencies, while also providing administrative and operational support to company leadership. Job Overview The ideal candidate will serve as a key member of the BCE team, coordinating with engineers, marketing coordinator, clients, and teaming partners to prepare compelling, compliant, and competitive proposals. This position requires exceptional writing, communication, project management, and organizational skills, with the ability to manage multiple deadlines in a fast-paced consulting engineering environment. The Marketing & Proposal Manager will play a direct role in BCE's continued success by managing proposal pursuits, maintaining corporate marketing and qualifications materials, tracking business opportunities, supporting client outreach initiatives, and helping ensure efficient day-to-day office operations. Responsibilities Lead the preparation, coordination, and submission of federal, state, local government, and public agency proposals, Statements of Qualifications (SOQs), SF330s, RFQs, RFPs, and interview presentations. Coordinate with engineers and subject matter experts to develop technical narratives, project descriptions, resumes, organizational charts, and project experience profiles. Ensure proposal compliance with solicitation requirements, contract specifications, evaluation criteria, formatting requirements, and submission deadlines. Maintain and update corporate qualifications, project databases, staff resumes, certifications, licenses, and past performance information. Manage proposal schedules, action item lists, and internal review processes to ensure timely, high-quality submissions. Research and track business opportunities through SAM.gov, agency procurement portals, and industry resources. Support teaming efforts by coordinating with subconsultants, teaming partners, and clients during proposal development. Assist with contract award documentation, onboarding requirements, and client documentation requests.
