This position supervises assigned personnel and directs departmental planning, budgeting, purchasing, procurement, vendor coordination, project tracking, and reporting. The position also oversees the College website, and digital communication platforms and ensures that programs, services, and communications support institutional priorities, student engagement, accessibility, and the mission of Texas Southmost College. Essential Duties and Responsibilities Provides direct supervision, leadership, coaching, training, work assignment, and performance evaluation for the assigned personnel. Establishes annual goals, priorities, work plans, and performance expectations for assigned personnel and functional areas. Promotes a collaborative, service-oriented work environment and ensures effective coordination between Marketing, Student Life, and other College departments. Coordinates with Marketing personnel to ensure timely promotion of Student Life programs through print, web, social media, digital signage, video, photography, and other communication channels. Oversees the College website and assigned digital platforms, including content governance, user access, quality assurance, analytics, search optimization, usability, and continuous improvement. Ensures web and digital content aligns with institutional branding, communication standards, accessibility requirements, and applicable laws and regulations, including ADA and WCAG standards. Coordinates the conversion, remediation, and maintenance of accessible digital documents and web content in collaboration with content owners and other College departments. Provides strategic guidance for digital communications, online campaigns, web projects, digital calendars, forms, landing pages, and other technology-supported marketing initiatives. Develops, prepares, and monitors annual operating budgets for the Marketing and Student Life departments in coordination with the Executive Director of Marketing and appropriate College offices. Maintains comprehensive project lists, account records, encumbrances, expenditures, available balances, and associated budgets for Marketing and Student Life initiatives. Assists in the analysis, preparation, compilation, and submission of annual budget requests, budget narratives, supporting schedules, and other financial planning documents. Prepares and processes purchase requisitions, purchase orders, blanket purchase orders, contracts, invoices, receiving documentation, and related procurement records. Coordinates vendor registration, quote collection, purchasing documentation, contract routing, renewal tracking, and communication with vendors and College offices. Develops, documents, maintains, and updates standard operating procedures, workflow guides, calendars, forms, checklists, and internal controls for recurring departmental processes. Collaborates with academic and administrative departments to clarify web project scope, establish timelines, identify required resources, and ensure deliverables meet institutional standards. Assists the Executive Director of Marketing with operational planning, resource allocation, departmental reporting, strategic initiatives, and implementation of the College's comprehensive marketing plan. Participates in systematic review and evaluation of assigned functional areas in accordance with the institutional effectiveness model adopted by the College. Maintains awareness of best practices, emerging technologies, accessibility standards, procurement requirements, student engagement trends, and applicable legislation. Maintains confidential records and exercises sound judgment when handling personnel, student, vendor, financial, and institutional matters. Attends the workplace regularly, reports punctually, and follows an assigned schedule. Working hours may include evenings, holidays, weekends and special events. Completes duties in compliance with College standards, policies, procedures, guidelines, and applicable laws and regulations. Uses interpersonal skills and sound judgment when working with coworkers, the supervisory chain, faculty, staff, students, vendors, and the public. Completes all required training and professional development sessions sponsored by Texas Southmost College. Supports the values and institutional goals defined in the College Strategic Plan. Promotes positive morale, teamwork, and exceptional customer service. Serves on committees and work groups as appropriate and as appointed by the supervisor. Performs other duties as assigned. Required Knowledge and Skills The requirements below are representative of the knowledge, skills, and abilities required. Knowledge of budgeting principles, accounting systems, internal controls, and procurement procedures. Knowledge of marketing operations, digital media, website administration, accessibility standards, project management, and student engagement practices. Ability to prepare and organize clear and concise financial, operational, and project reports and meet established deadlines. Ability to examine and verify financial documents, invoices, purchasing records, contracts, and supporting documentation. Ability to interpret and apply College policies, procedures, laws, regulations, and accessibility requirements. Demonstrated leadership, supervisory, organizational, planning, and problem-solving skills with attention to detail and follow-through. Ability to establish and maintain positive and effective working relationships with students, faculty, staff, vendors, and the public. Ability to communicate effectively, orally and in writing, and present information to executive leadership, public groups, and committees. Proficiency with email, word processing, spreadsheets, databases, presentations, content management systems, analytics tools, and internet-based applications. Ability to work independently, manage multiple complex assignments, maintain confidentiality, and excel in a high-tech, all-digital environment. Required Education and Experience The requirements below are representative of the education and experience required. Bachelor's degree from an accredited college or university in Marketing, Communications, Digital Media, Business Administration, Finance, Higher Education Administration, Student Affairs, or a closely related field. Five (5) years of progressively responsible experience in marketing, digital media, website administration, career services, student services, budget administration, procurement, finance, project management, or departmental operations. Demonstrated experience developing and monitoring departmental budgets and processing purchasing, procurement, vendor, invoice, and financial documentation. Preferred Education and Experience Master's degree in Marketing with a specialization in Digital Media. Master's degree in Business Administration, Communications, Higher Education Administration, Student Affairs, or a related field. Experience in a comparable management or operational position at a community college or other institution of higher education. Experience working with Ellucian Colleague or a similar enterprise resource planning system and with a content management system. Experience with digital accessibility, web analytics, institutional effectiveness, and student engagement assessment. Experience working effectively in a team environment with a strong customer-service focus. Bilingual in English and Spanish. Certificates and Licensures None required.
