Principal Technical Program Manager- Healthcare Operations Oakland, CA (you can work from home 1 day/week) The company is an employee-owned healthcare and social services organization that has provided in-home support services for children and adults with disabilities throughout Northern California for decades.
Summary:
The Principal Technical Program Manager leads the planning, prioritization, and execution of organization-wide technology initiatives. This role ensures alignment across stakeholders, manages compliance and risk, and drives operational efficiency through structured program delivery and performance oversight.Job Responsibilities:
- Reporting to the direction of the Chief Product Officer . The position does not have direct reports.
- Coordinating cross-functional teams, vendors, and stakeholders to deliver projects from intake through completion without direct line management.
- Partnering with the CTO to translate future state infrastructure and security initiatives into executable programs.
- Coordinating and driving technology initiatives, both organization-wide and departmental, from intake through completion.
- Managing the intake and prioritization of technology initiatives to ensure alignment with organizational priorities and capacity.
- Coordinating execution across the IT Coordinator, MSP (Endsight), CTO, vendors, and internal stakeholders without direct line management.
- Developing and maintaining project plans, milestones, dependencies, and delivery metrics.
- Owning compliance driven initiatives, including SOC 2 readiness, audit coordination, evidence collection, and remediation tracking.
- Identifying opportunities for automation, workflow optimization, and process improvement across departments.
- Designing and maintaining technology performance metrics and reporting frameworks for IT functions and vendors; defining KPIs and tracking methods with leadership.
- Developing, managing, and tracking the IT budget, including forecasting, spend analysis, and variance reporting.
- Proactively assessing and managing technology, delivery, and compliance risks to prevent issues before they impact operations.
- Providing regular status reporting and executive briefings to ensure transparency and alignment.
- Addressing delivery issues, resource constraints, and competing priorities as they arise.
- Coordinating technical resources and vendor deliverables during active projects.
- Supporting system rollouts, upgrades, integrations, and change management initiatives.
- Establishing and supporting quality assurance practices during system implementations, vendor transitions, and platform modernization efforts, including onboarding CyberDynatics and professionalizing internal systems such as Caretrack.
- Aligning project execution with day-to-day IT operations in partnership with the IT Coordinator.
- Maintaining program documentation and audit artifacts to support governance and oversight.
- Performing additional duties as required.
Qualifications:
- At least 3 years of professional experience as a Technical Program Manager, and 7 years total between being a Program Manager and/or Project Manager.
- PMP certification and/or Scrum certification (CSM, PSM, or equivalent).
- Experience as a Technical Program Manager in healthcare, home care, or government-funded services.
- At least 7 years of experience coordinating or leading cross-functional technology or operational initiatives.
- Experience working with internal IT teams, Managed Service Providers (MSPs), and external technology vendors.
- Self-starter.
- Ability to work with a wide variety of cultures, backgrounds, and abilities.
- Organized and able to maintain focus while managing multiple priorities.
- Ability to coordinate and drive projects from planning through completion.
- Strong communication and interpersonal skills across technical and non-technical teams.
- Strong problem-solving skills and the ability to navigate ambiguity.
- Experience working across teams and with external vendors or partners.
- Ability to understand how systems, processes, and workflows connect and impact operations.
- Experience tracking projects, timelines, and deliverables.
- Willingness to continue learning and improving processes.
