Program Analyst Program Summary:

Job Summary:
KBR is seeking a Program Analyst to join our team. This position supports the
NAVAIR PMA-231
Advanced Hawkeye Command and Control platform office. The successful candidate will team with other professionals in providing support services for program management, acquisition, engineering, integration, and sustainment planning. This position is not eligible for remote work; on-site support is required.
Roles and Responsibilities:
Provide direct support for business management operations related to major DoD acquisition programs. Support the management integration of all program activities, including planning, scheduling, funding, contracting, risk management, and execution across the full lifecycle of system maturity, development, testing, production, installation, and fleet introduction. Coordinate with Government personnel and external organizations to facilitate streamlined program execution and strategic communication. Support in the development and execution of program acquisition strategies; prepare and support acquisition documentation, including Statements of Work (SOWs), Contract Data Requirements Lists (CDRLs), and Procurement Initiation Documents (PIDs). Develop, manage, and track IPT Spending Plans in the Common Spend Plan Tool (CSPT) in close coordination with program office Financial Managers; participate in financial reviews to monitor obligations and expenditures and ensure adherence to approved budgets. Ensure acquisition strategies and program plans are executed within established schedule constraints to support timely and informed acquisition decisions. Respond to and execute data calls and drills; analyze program data and prepare briefings, reports, and program status updates for leadership and stakeholders. Schedule, coordinate, and facilitate program and IPT meetings, document discussion outcomes and track action items to closure. Perform configuration management activities, asset tracking and logistics integration to ensure program documentation and data integrity. Apply analytical techniques to evaluate program objectives, assess performance, and support program decision-making.
Basic Qualifications:
Bachelors Degree in engineering, science, business administration or equivalent experience. 5 years experience in technical program planning and implementation, contract interpretation, budget development and administration of government projects. An Associates Degree plus 4 years of additional work experience performing duties of relevant experience may be substituted for a Bachelors Degree OR 8 years additional work experience of relevant duties may be substituted for a Bachelors degree. Strong understanding of defense acquisition, program execution, and stakeholder coordination. Demonstrated ability to independently identify issues, develop recommendations, and communicate effectively with senior Government leadership. Experience integrating technical, schedule, cost, contracting, and operational information to support program decisions. A current Secret Clearance with a Single Scope Background Investigation (SSBI) completed within the last 6 years is required and candidate must be eligible for a
TS/SCI. A
current Top Secret Clearance is preferred.
Preferred Qualifications:
Skilled at coordinating with various stakeholders and managing external relationships. Familiarity with integrated master schedules, risk management, action tracking, and program performance metrics. Clear and effective communication skills, including presenting ideas and working with all levels of organizational hierarchy. Demonstrated critical thinking and problem-solving skills.
Compensation:
$$105,160.00 - $157,630.00. The salary range posted is for Maryland locations. The offered rate will be based on contract affordability, the selected candidate's knowledge, skills, abilities, and/or experience, and in consideration of internal parity.
