To Be Determined Job Description General Responsibilities Reporting directly to the Program Director, the Program Manager will provide a comprehensive range of services for staff and students. The Program Manager will provide training to staff, coordinate services for students, and establish guidelines and procedures for the program. The Program Manager will assume the duties of the Program Director in their absence.
Salary:
The full annual salary range is $65,637.41 - $79,866.97. Offers are made at the entry level of the range.
Assignment:
We are recruiting for a Program Manager to serve Quest Academy in Longview, WA for the 2026-2027 school year. This position is 8 hours per day, 210 days per year. Start date will be August 2026. Quest Academy provides a supportive and highly therapeutic learning environment for students with varying degrees of cognition who need behavioral interventions and support. This position will close on Friday, May 22, 2026 at 5:00 p.m. Essential Functions/Other Functions
Essential Functions:
Assist the Director with staff selection, training, supervision and evaluation; assume Director duties when assigned. Participate in the establishment and teaching of guidelines, procedures and safety protocols for students and staff. Serve as a liaison with parents, staff, community partners and outside agencies to coordinate student services. Maintain accurate records of student progress, attendance, behavior and other required data and share this data with appropriate parties as necessary. Develop, teach and implement behavior intervention plans integrating appropriate methodologies (e.g. Collaborative Problem Solving, Skills Based Therapy, etc.) and work with teachers and coaches to establish Comprehensive Behavioral Support Plans and the building wide implementation of those plans. Provide in-service and staff development. Monitor and support staff implementation fidelity of behavioral, therapeutic, safety and operational procedures through observation, coaching and data-informed feedback. Conduct needs assessments (to include threat assessments), lead debriefs and post-incident analysis, collect and analyze data to refine and improve operational functions and services as directed. Provide daily problem-solving and therapeutic support to students, including conflict resolution. Consult with and assist sending school staff, school psychologists and parents in developing student therapeutic interventions as well as working with the IEP team to develop and implement appropriate IEPs, Behavior Plans, and Emergency Response Protocols. Facilitate the transition process for incoming and exiting students to and from the program, including reviewing IEPs and developing student contracts and safety protocols. Maintain regular attendance to carry out the duties and responsibilities of the position.
Other Functions:
Other duties as assigned. Dispense medication as directed by the School Nurse. Provide back up support to other positions as needed. Maintain knowledge of special education, eligibility and due process, special education rules and regulations. Monitor and balance staffing in building. Minimum/Preferred Qualifications & Skills
Minimum Qualifications:
Bachelor's degree. Five years of experience working with students with behavior or mental health issues. Working knowledge of Individuals with Disabilities Education Act (IDEA) regulations and procedures. Experience working in Special Education. Recent experience working in educational/mental health settings with students who have social/emotional or behavioral challenges.
Preferred Qualifications:
Master's degree. Certified by CPI Crisis Prevention Institute as instructor of Nonviolent Crisis Intervention, Ukeru or another nationally recognized crisis intervention model. Experience in trauma informed behavior crisis prevention and intervention and experience in implementation of Behavior Support Plans. Experience serving students in rural or remote districts. Experience working with counselors, social workers, psychologists and psychiatrists as resources for planning and delivery of specially designed programs. Tier I and Tier II training in Collaborative Problem Solving. Training and/or experience in Functional Behavior Analysis. Training in Positive Behavioral Interventions and Supports. Working Conditions/Physical Requirements:
Therapeutic program setting. Sit, stand, and stoop to attend to student needs and to provide instruction. Strength and agility to assist in physically maintaining a safe learning environment to include emergency response protocols in compliance with Washington State WACs. Exposure to communicable diseases found in children and adolescents. Students may use challenging or offensive verbalizations toward staff and other students with potential for escalation to physical aggression. Employment Requirements - ESD job offer is contingent upon satisfying the following: Successful completion of a criminal history fingerprint check through the Washington State Patrol and FBI.
