Nature of Work:

The Public Authority Program Specialist performs the functions necessary to manage, update and maintain the IHSS Provider Registry including outreach, recruitment, background checks, orientation, training, referrals, and complaint resolution.

The Ideal Candidate:

The ideal candidate is reliable, provides courteous, respectful, and professional customer service, and has the ability to analyze situations involving rules and regulations and demonstrate good judgment when making decisions; communicates effectively orally and in writing; interacts with individuals from various educational, socioeconomic, and ethnic backgrounds; works cooperatively as part of a team and with community partners and other Counties' agencies; listens attentively and understands oral information provided; prioritizes, plans and organizes one's own work.

Typical Duties Include:

Recruit providers for the registry, assist providers with registry application and intake process, check provider references and background, conduct provider orientation and monitor provider follow-up. DOJ background check tasks includes but is not limited to processing results, entering data, follow-up, subsequent arrest notifications and general related communications. Conduct interviews with providers; Provides lists of providers for short-term and/or short notice coverage. Explain the proper use of forms, documents, and reports; ensures accuracy and completion of application and declaration forms. Prepare or assist in the preparation of narrative and statistical reports. Respond to employment verification requests from public agencies for the purpose of determining eligibility to benefits (i.e. EDD, Workers Comp, Public Assistance)

As a Program Specialist, you may encounter customers who are emotionally charged; customers that have substance dependence, mental health, trauma or domestic violence history. You may be assisting customers whose values may conflict with your own values. A Program Specialist must be able to accept customers' differences and interact with them in a non-judgmental manner. For a full job description, click here . Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Three (3) years of full-time increasingly responsible clerical experience that included responsibility for checking documents for accuracy and conformance with established guidelines, and extensive public contact involving interpretation and explanation of state rules and regulations and departmental policy and procedure. OR One (1) year of full-time journey-level clerical experience AND completion of sixty (60) semester or ninety (90) quarter college units with an emphasis in business, human resource, social work, or public administration. OR Possession of a Bachelor's degree from an accredited college or university in social work, business, public administration, human resource or a closely related field. Other combinations of education and experience may be considered.

License & Special Requirements :

A valid California Class C driver's license or alternative form of transportation may be required for some positions at the time of appointment. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis. Requires current, less than one (1) year old, valid typing certificate. The department is currently recruiting for one (1) vacancy. . In addition, Tehama County is establishing an eligibility list to fill future vacancies for a Public Authority Program Specialist, as well as subsequent vacancies, which occur during the life of the eligibility list. New employees should anticipate being hired at the beginning step of the salary range. Candidates who exceed entry level qualifications may be considered, with approval from the Board of Supervisors, for placement at other than A step.
