Job Description

The City of Shiner is a Class A General Law City with a population of 2163. The City of Shiner offers paid employee medical, TMRS retirement 2:1, paid Holidays, vacation & sick leave, competitive salary. Supplemental insurances are available. Description Public Works Director Job Description Provides oversight of the Public Works Department, including Streets, Water, Wastewater, and Electric Departments. Plans and directs the development of current and future facilities and public works infrastructure and facilities.
Key Responsibilities:
Management and Leadership:
Oversee and direct the daily operations of the Public Works Department. Manage and supervise staff, including hiring, training, performance, and evaluations, implement disciplinary actions as needed. Develops and implements departmental policies, procedures strategies and goals.
Infrastructure Management:
Ensure the proper planning, development, and maintenance of city infrastructure, including roadways, drainage systems and public facilities. Monitor and oversee the city's infrastructure assets. Manage projects related to infrastructure improvements and repairs.
Budgeting and Finance:
Oversee and monitor the Public Works Department's budget. Develop and manage budgets for various projects, including capital projects. programs.
Vendor Management:
Develop protocols with City Administration and Finance for working with outside vendors and contractors. Negotiate contracts and oversee vendor performance.
Public Representation:
Represent the Public Works Department in meetings, and events and educational activities. Communicate with the public and other stakeholders regarding Public Works activities.
Specific Areas of Responsibilities:
Water and wastewater infrastructure, operations and maintenance of sewer operations. Production and distribution. Street and alley maintenance. Emergency response and disaster recovery. Water production and distribution. Wastewater treatment plant. Organizes, coordinates and directs the City's water, distribution, water reclamation, collection, fleet maintenance, streets and traffic safety operations Assured all departments have the necessary resources to complete work assignments; monitor the operating budget of each department; monitor expenditures. Ensuring all job requests are completed in a timely manner. Prepares and presents information to the City Secretary, City Council or other internal/external groups. Monitors water utility records to ensure numbers are within permitted ranges; assures all monthly required samples are taken and reports are completed in a timely manner ensures monthly and annual compliance with all TCEQ and EPA rules and regulations. Conduct staff meetings to encourage and promote inter-departmental cooperation. Monitors the work of engineering firms, contactors and vendors; monitors contracts and specifications; works closely with City Financial and legal staff to ensure the interest of the City are protected. Completes and maintains various reports and surveys, including Tier2, TECQ, Texas Water Development Board Water Use Survey/Water loss, permit Renewal reports, etc. Assist with utility billing/meter reading/maintenance service orders. Supports the relationship between the City of Shiner and the public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; confidentially of work-related issues and City information; performs other duties as required or assigned.
Qualifications:
Education & Training:
High School diploma or GED, 5 years of experience, including 2 years of management or supervisory experience, in municipal public works operations; or an equivalent combination of education and experience.
Knowledge, Skills and Abilities Required:
City policies and procedures. TCEQ rules and regulations. Principles and practices of municipal public administration Principles and practices of effective leadership and management. Principles and practices of effective employee supervision. Principles and practices of budget administration. Principles and practices of project management. Principles and practices of conflict resolution. Principles and practices of program development, implementation and evaluation. Construction methods, material and equipment regarding municipal public works. SCADA systems. Mapping and CAD systems. Customer Service principles and practices. Knowledge of monitoring budget preparation; personnel management: thorough knowledge of laws, regulations and policies governing the conduct of public works activities.
Skills/Ability to:
acquire public works grants on behalf of the City; skill in negotiating, prepare and leading contracts for public works projects; ability to write, read and interpret engineering plans and specifications and calculate costs involved in engineering projects; Strong computer skills(Microsoft Word, Excel, and Power Point) used to create various graphics and informative materials used in public presentations; establish and maintain effective working relationships with city officials, various city departments, the development community, consultants and contractors, vendors and the general public; tolerate outside working conditions, including exposure to adverse weather conditions.
Safety/Physical Requirements:
work is performed both indoor/outdoor work environment. May be exposed to dangerous machinery, extreme weather conditions, potential physical harm, hazardous chemicals and infectious diseases. May be required to climb ladders. May be required to lift and carry items weighing up to 50 pounds. Certifications & Licenses Required A valid Texas driver s license Class C Water Distribution or Class C Water Treatment and Class III Wastewater Collection or Class C Wastewater Treatment certification.
