Job Duties and Preferred Qualifications :
The City of Virginia Beach Public Works Department is seeking an experienced real estate professional to serve as an Assistant Real Estate Agent . This is an opportunity to take on a key leadership role supporting the City's real estate operations and the delivery of important public projects throughout Virginia Beach. The Assistant Real Estate Agent works closely with the Real Estate Agent to coordinate municipal real estate activities and provide day-to-day operational and technical leadership for the division. The position is ideal for a real estate professional who brings strong technical knowledge, sound judgment, and the ability to lead staff while managing multiple complex property matters and project priorities. Specific Duties In this role, the Assistant Real Estate Agent will: Provide day-to-day operational oversight of the Real Estate Division's assignments, workloads, workflows, and project schedules. Supervise and develop Senior Right of Way Agents and administrative support staff, including assigning and reviewing work, establishing priorities, evaluating performance, and providing technical guidance and training. Coordinate real estate activities supporting City and state projects, including property acquisitions and dispositions, rights of way, easements, leases, encroachments, and other municipal property transactions. Serve as a second-level technical reviewer for complex real estate matters, including negotiations, appraisals, title reports, deeds, easements, legal descriptions, and closing documentation. Monitor real estate activities associated with Capital Improvement Program projects and work with project managers, engineers, City departments, and other stakeholders to address property needs and maintain project schedules. Manage and coordinate services provided by appraisers, title companies, surveyors, environmental consultants, and other real estate-related professional service providers. Work closely with the City Attorney's Office on property transactions, legal documentation, condemnation and eminent domain matters, and other complex real estate issues. Provide guidance and mentorship to staff in areas such as property research, market analysis, appraisal and title review, negotiations, and municipal real estate practices. Develop and maintain procedures, internal controls, training resources, and workflow processes that support consistent and efficient Real Estate Division operations. Oversee real property records, tracking systems, GIS information, asset inventories, and related documentation, and analyze property information to support reporting and long-range asset planning. Represent the Real Estate Division in interdepartmental and technical meetings and act within delegated authority on behalf of the Real Estate Agent when needed. Requires any combination of education above the high school level and/or experience equivalent to eight (8) years in the acquisition and appraisal of real property, right of way, or related municipal real estate functions, including progressively responsible supervisory or management experience. Must have a current and valid driver's license.
Special Requirements:
All employees may be expected to work hours in excess of their normally scheduled hours in response to short term department needs and/or Citywide emergencies. This position may require appropriate personal protective equipment in designated areas of risk. Specific requirements will be determined and communicated by the employee's supervisor based on position assigned.
