The successful candidate will work from HRSD's South Shore Main Office, located at 1434 Air Rail Avenue in Virginia Beach. The International Right of Way Association (IRWA) Senior Right of Way Professional (SR/WA) certification is an essential certification for this position; however, candidates will have three years to complete the certification if they are not currently certified. The first of three steps to achieve the SR/WA certification, the IRWA Right of Way Agent (RWA) certification, must be obtained in the first year of employment. Brief Description Under broad guidance, the Senior Real Estate Manager is responsible for negotiating the acquisition of real estate and services with individuals, estates, jurisdictions, businesses, and state and federal agencies in accordance with the rules and regulations governing Relocation Assistance, in the FHWA Right of Way and Utilities Division Manual of Instructions and as mandated by the Uniform Federal Relocation Act. The Senior Real Estate Manager will work with real estate agents and real estate brokerage firms, engineers, surveyors, appraisers, attorneys and contractors in support of HRSD's Capital Improvement Program (CIP), service area expansion, development services, existing property inquiries, and right of entries. Detailed Description Job Requirements Education Required Bachelor's degree from an accredited university, or Education equivalency equals two years of directly related professional experience for every year of education not completed. The stated experience is in addition to any experience used to meet the education equivalency. Desired Bachelor's degree in Business Administration, Urban Planning, Real Estate, or related field. Experience Required Minimum of five years of technical experience in real estate acquisition and disposition for a public or private utility, right-of-way, or infrastructure purposes. Experience leading teams, planning and implementing work projects, budgets, procurement, and schedules. Excellent computer skills using MS Office (Word, Excel, PowerPoint, Outlook, Access) and Adobe Professional (or equivalent). Desired Public sector property acquisition experience. Previous experience with negotiation or mediation. Experience with contract law. Licenses and Certifications Requirements Required Valid driver's license from state of residence. The following certifications must be obtained within the specified timeframes: o International Right of Way Association (IRWA) Right of Way Agent (RWA) certification within the first year of employment; and o IRWA Senior Right of Way Professional (SR/WA) designation within three years of employment.
