Complaint Research Specialist Represents the Texas State Board of Plumbing Examiners (TSBPE) as a Complaint Research Specialist in the Enforcement Department, assigned to Austin, Texas. Performs moderately complex (journey-level) research work. Performs intake and research involving the collection, analysis, and documentation of information to support the enforcement of laws, rules, and regulations. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. This position is not eligible as a work from home position.   • Review complaints for validity and completeness.
  • Conduct data-gathering interviews.
  • Write or edit technical reports and summaries of findings.
  • Provide friendly, courteous, and professional service to the public and agency employees.
  • Investigate cyber complaints of alleged violations of the Plumbing License Law and Board Rules.
  • Perform extensive research to ensure compliance with individuals offering plumbing services.
  • Collect documentation, contracts, and advertisements.
  • Maintain daily records of productivity.
  • Prepare detailed reports using MS Word and Excel.
  • File reports in a timely manner using a custom software program on a computer and/or other software programs.
  • Speak with complainants, witnesses, and alleged violators.
  • Obtain and develop a knowledge of administrative procedures.
  • Identify fraudulent or deceptive practices
  • Explain findings to supervisors, legal staff, or the public.
  • May occasionally be required to lift up to 25 lbs.
  • Handles disputes professionally and calmly.
  • Perform other duties as assigned.
  • Ability to plan, organize, and administer research projects; to evaluate research data; to ensure the development of measuring instruments with respect to reliability, relevance, and validity; to interpret and publish research findings; and to communicate effectively.
  • Have strong pattern recognition to spot repeat offenders or systemic issues.
  • Ability to manage multiple complaints efficiently.
  • Presents reports before the Board. Minimum Qualifications
  • High School Diploma or GED.
  • Possess and maintain a valid Texas driver's license and acceptable driving record.
  • Ability to use computers and quickly learn and use custom agency specific software programs.
  • Demonstrate self-discipline and motivation including being able to accurately assess and organize workload and meet performance measures with a minimum of supervision.
  • Thorough understanding of the TSBPE mission and how it is accomplished. Thorough understanding of the Plumbing License Law, and Board Rules.
  • Must demonstrate prior to employment a high level of proficiency in using a computer, Microsoft Word, Excel, Power Point, Adobe and email programs, and be able to maintain electronic files.
  • Possess, demonstrate, and work with a positive, assertive attitude and excellent communication and interpersonal skills for dealing in a professional and ethical manner with the public, coworkers and other entities.
  • Demonstrate dependability and a good record of promptness and attendance in previous work history.
  • Must maintain confidentiality and impartiality.
  • Demonstrate skills tracking complaints. Preferred (Not Required) Qualifications
  • The ability to conduct extensive research.
  • Experience in research and planning work.
  • Customer service experience.
