Project Overview:
The Health & Safety Specialist is responsible for developing, implementing, monitoring, and improving health and safety (H&S) programs to ensure compliance with federal, state, and local regulations while promoting a safe and sustainable workplace culture. The position supports utility generation, transmission, waterways, construction, maintenance, and operational activities through regulatory guidance, risk mitigation, inspections, investigations, training, and program administration. The role serves as a subject matter expert for occupational safety and works with operations, engineering, project management, contractors, regulatory agencies, and senior leadership.
Job Functions & Responsibilities:
Maintain health and safety policies, procedures, and compliance programs. Conduct periodic inspections and reviews of work activities to verify compliance with OSHA/PESH, environmental regulations, and company requirements. Perform hazard assessments, risk evaluations, and compliance reviews for utility operations, general maintenance, waterways, construction, and contractor activities. Review and interpret EHS regulations, standards, policies, and third-party safety submittals including Health and Safety Plans (HASPs), work plans, and technical specifications. Investigate accidents, incidents, unsafe conditions, and near misses as required to identify root causes and recommend corrective actions. Provide technical guidance and support to operations, engineering, project management, and maintenance personnel regarding workplace safety. environmental compliance. Develop, maintain, and continuously improve a Safety Talk/ Tailgate library addressing operational hazards, seasonal risks, lessons learned, regulatory topics, and emerging safety trends. Conduct employee onboarding training and orientation training for new hires, contractors, and visitors, including site specific safety requirements, emergency procedures, and regulatory compliance expectations. Manage and administer corporate PPE programs for Headquarters employees including: Fall protection harnesses and related equipment, personal flotation devises (PFDs), hard hats, safety glasses, hearing protection, respiratory protection, Arc Flash clothing, Task specific PPE, and items in the safety vending machines. Plan, facilitate, and lead safety meetings, including preparation of agendas, review of incident trends, corrective action tracking, engagement activities, and meeting minutes. Assist in emergency preparedness coordination. Travel to various facilities and project sites to support H&S compliance and operational safety initiatives.
Skills:
Strong knowledge of OSHA, PESH, NFPA, IEEE, ANSI, and applicable regulations and standards. Thorough understanding of
OSHA/PESH
injury and illness recordkeeping and reporting requirements. Knowledge of utility industry hazards associated with electric generation, transmission, waterways, construction, and maintenance activities. Ability to analyze operational and maintenance activities for potential safety and environmental impacts and develop practical mitigation strategies. Strong verbal and written communication skills with the ability to explain technical H&S concepts to employees, contractors, regulators, and leadership. Ability to review and interpret technical documents, regulations, standards, and contractor safety submittals. Strong organizational and project management skills with the ability to manage multiple priorities and regulatory deadlines simultaneously. Self-motivated with the ability to work independently and collaboratively across departments. Proficiency in conducting workplace inspections, incident investigations, and compliance assessments. Ability to build productive relationships with regulatory agencies, contractors, and internal stakeholders.
Physical Requirements:
Ability to travel up to 20% primarily within New York State. Ability to routinely access industrial, generation, transmission, waterways and construction facilities. Ability to work at heights, climb stairs and ladders, and traverse uneven terrain safely. Ability to stand and walk for extended periods in varying weather and environmental conditions including heat, cold, noise, wind, and nuisance air conditions. Ability to wear required personal protective equipment Ability to recognize and respond to hazardous conditions and emergency situations.
Education & Certifications:
Bachelor's degree in Safety, Environmental Science, Environmental Engineering, Occupational Health & Safety, Fire Protection, Industrial Hygiene, or a related field preferred. Minimum of 5 years of experience in industrial, utility, construction, or related H&S environments preferred. Experience working within utility operations, generation, transmission, or large industrial environments preferred. Experience coordinating with regulatory agencies and managing compliance programs preferred.
