The incumbent\r\nprovides leadership to supervisory and intake staff who deliver services to\r\njuveniles referred by law enforcement, citizens, local education, and community\r\nagencies, while ensuring compliance with State and Federal laws, regulations,\r\ncollective bargaining agreements, and Departmental policies and procedures.\r\nThis position also leads and manages Departmental Reform at the initial\r\ndecision point for the agency, oversees regional intake operations and case\r\noutcomes, and works closely with judges/magistrates, law enforcement, state\r\nattorneys, youth attorneys, local education agencies, and other state human\r\nservice agencies to ensure intake complaints are processed according to legal\r\nrequirements.\r\n\r\n\r\nSome\r\nkey responsibilities of this position may include, but are not limited to, the\r\nfollowing:\r\n\r\n\r\n Planning, organizing, and\r\n evaluating the overall management of the Region's Intake and Pre-Adjudication\r\n Operations, including developing short- and long-range plans,\r\n goals, and objectives; establishing procedures, priorities, standards, and\r\n deadlines; and ensuring operations accomplish Departmental goals\r\n Directing regional Intake\r\n and Pre-Adjudication community programs and services, including\r\n Child In Need of Supervision (CINS), Pre-Court supervision, Pre-Adjudication\r\n continued case management, integrated case management services, somatic, mental\r\n health and substance abuse assessment and services, educational services, and\r\n diversion programs\r\n Managing intake processes\r\n and programs to ensure compliance with State and Federal laws,\r\n regulations, Departmental policies and procedures, and accepted professional\r\n standards and best practices; evaluating program effectiveness and taking\r\n corrective action as necessary\r\n Providing leadership and\r\n direction for regional staff, including recruitment, selection,\r\n assignment, performance evaluations, mitigating conferences, disciplinary\r\n actions and separations, workload management, staff coverage, and overtime\r\n expenses\r\n Managing the development\r\n of youth- and family-focused approaches, continued case management models, and\r\n a regional continuum of care to address youth and family needs,\r\n provide prevention and diversion services, reduce future re-offending, and\r\n promote public safety\r\n Managing secure detention\r\n decisions and the use of appropriate objective tools, including\r\n IDT and DRAI, in accordance with statute, the Department's risk scoring\r\n instrument, and State and Federal guidelines\r\n Managing community\r\n outreach, program development, and regional partnerships,\r\n establishing collaborative working relationships with the courts, juvenile\r\n services stakeholders, service agencies, law enforcement, State's Attorney's\r\n Office, youth's counsel, and the community\r\n Managing intake and pre-court\r\n data collection, computerized automated systems, accounting and budgeting,\r\n procurement, personnel processes, and strategic planning,\r\n ensuring information is accurate, timely, and useful and that regional\r\n resources support operations\r\n Developing and implementing\r\n approaches for managing complaints received by the Department,\r\n adhering to Maryland State laws and regulations and utilizing national best\r\n practices\r\n Collaborating with agency\r\n staff, other State agencies, law enforcement, courts, and other stakeholders to\r\n identify and create programs, initiatives, products, and services\r\n that improve Departmental operations, enhance services to youth, improve staff\r\n performance efficiency, and ensure public safety\r\n Managing the\r\n implementation of Departmental reforms and new initiatives,\r\n monitoring progress toward regional objectives and goals, collecting and\r\n evaluating data, and implementing improved practices and procedures\r\n Managing special projects\r\n and initiatives; representing the Department at meetings, conferences, and\r\n other forums; supporting the principles of the Juvenile Detention Alternative\r\n Initiative (JDAI); and contributing to Department programs\r\n Managing assessments and\r\n reviews to prioritize the best interest of the child, family, and public safety,\r\n monitoring program service providers, identifying additional resources and\r\n diversion services, and ensuring proper implementation and impact of\r\n initiatives\r\n Managing OTJ training and\r\n required certification of staff with the Maryland Police Correctional Training\r\n Commission (MPCTC) and ensuring staff maintain required\r\n certification\r\n\r\n\r\n\r\n\r\n\r\nThis position offers a hybrid telework schedule with occasional statewide travel as\r\nneeded.\r\n\r\n\r\n
MINIMUM QUALIFICATIONS
\r\n
Education:
A Bachelor's degree from an accredited\r\ncollege or university.\r\n\r\n\r\n
Experience:
Seven (7) years of progressively responsible experience in\r\njuvenile justice, youth-serving, human services, or related programs or\r\ninitiatives, including at least three (3) years of supervisory or managerial\r\nexperience. Experience must include managing or supporting program or\r\noperational planning; implementing policies, procedures, or initiatives;\r\ncoordinating with internal and external stakeholders; and using data or\r\nperformance information to evaluate programs, improve operations, or support\r\noutcomes.\r\n\r\n\r\n
Note:
A Master's\r\ndegree in a related field may substitute for two (2) years of the required\r\ngeneral experience.\r\n\r\n\r\n
DESIRED OR PREFERRED QUALIFICATIONS
\r\nThe preferred candidate for this position may possess any of the following:\r\n\r\n\r\n Bachelor's\r\n degree (or higher) in public administration, social work, criminal justice,\r\n education, public policy, or a closely related field\r\n Experience\r\n leading system-level reform, organizational change, or program improvement\r\n initiatives using data, performance metrics, or objective decision-making tools\r\n to evaluate effectiveness, identify trends or disparities, and achieve\r\n measurable improvements in service delivery, operational efficiency, youth\r\n outcomes, or public safety\r\n Experience\r\n managing juvenile intake, pre-adjudication, diversion, detention alternatives,\r\n or pre-court operations, with knowledge of applicable laws, regulations, and\r\n practices\r\n Experience\r\n developing and sustaining regional or community-based service continuums,\r\n including diversion, prevention, behavioral health, educational, or case\r\n management services that address the needs of youth and families\r\n Experience\r\n establishing and maintaining cross-agency partnerships with courts, legal\r\n stakeholders, law enforcement, State and local agencies, service providers, and\r\n community organizations to coordinate services and address complex system or\r\n operational issues\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n
