Under limited supervision of the assigned supervisor, the Water Efficiency Specialist administers water conservation programs; educates, notifies, and instructs customers regarding efficient water use and practices; and performs related duties as required. This is the entry-level classification in the Water Efficiency series. Work is performed under close to moderate supervision, with an emphasis on learning technical and field practices related to water conservation. Incumbents perform field inspections, educate customers, collect data, and install water-saving devices while developing their technical expertise. Positions at this level are not expected to provide direction or supervision to others but may serve as a resource to customers and the community. The focus is on applying established methods and procedures while building knowledge of water efficiency principles, policies, and regulations. This class is distinguished from the Water Efficiency Lead Specialist, which is responsible for coordinating staff, leading daily work activities, and mentoring less experienced employees. Essential duties and responsibilities may include, but are not limited to the following: Supports water conservation and water-efficiency programs in compliance with local, state, and federal requirements, as well as City policies and objectives. Assists in gathering, organizing, and interpreting water-use data to evaluate customer consumption patterns and identify opportunities for improved efficiency. Conducts site inspections of residential, commercial, institutional, and municipal properties to assess water-use practices and recommend conservation measures. Performs irrigation system evaluations to identify leaks, overspray, scheduling issues, and other inefficiencies that contribute to water waste. Investigates and documents water waste complaints in accordance with City ordinances and policies; communicates findings and recommends corrective actions to customers. Collects, compiles, and analyzes water-use data and prepares basic reports, summaries, charts, and other documentation to support program evaluation and performance tracking. Maintains accurate and detailed records of site visits, inspections, outreach contacts, water-saving device installations, and customer interactions. Installs water-efficient devices, such as low-flow showerheads, faucet aerators, and other approved fixtures, as part of rebate or direct-installation programs. Conducts basic leak detection in residential and commercial settings and provides recommendations for corrective action. Educates customers and the public on water conservation techniques, irrigation best practices, water-efficient landscaping, and applicable regulatory requirements. Develops and delivers presentations, workshops, and demonstrations at schools, community events, and public forums to promote water efficiency awareness. Participates in multi-agency community outreach events and regional water efficiency initiatives. Assists with the development and distribution of brochures, flyers, and other educational materials related to water conservation and regulatory compliance. Supports the collection, interpretation, and communication of data from AMR/AMI systems to identify potential water waste, abnormal usage, or leak indicators. Maintains confidentiality of work-related issues, sensitive data, and City information. Safely operates City vehicles and equipment.

Education and Experience:

High school diploma or GED equivalent and two (2) years of experience in a water conservation program or water supply/distribution field operation involving public contact. License(s)/

Certifications:

Must possess a valid California Class C driver's license upon hire and maintain throughout employment with the City of Victorville. The City reasonably expects driving to be one of the job functions for the position and reasonably believes that using an alternative form of transportation would not be comparable in travel time or cost to the City. Must possess a California State Water Resources Control Board Distribution Grade 1 Certificate. Must obtain Water Use Efficiency Practitioner (WUEP) Grade 1 certification from the American Water Works Association (AWWA) within one (1) year of employment. Qualified Water Efficient Landscaper (QWEL) certification is desirable and must be obtained within eighteen (18) months of employment.

Knowledge of:

City policies and procedures as they apply to daily assignments. Local, state, and federal laws, codes, and ordinances related to water conservation at a basic working level. Basic principles and practices of water utility operations. Basic principles and practices of landscape maintenance and irrigation system operations. Skill and Ability to:

Provide efficient and courteous customer service in the field and over the telephone. Communicate effectively, both verbally and in writing, with supervisors, coworkers, and the public. Manage routine situations requiring diplomacy, fairness, and firmness when engaging with customers regarding water use issues. Deliver presentations and conduct public speaking at community and customer events. Safely use hand tools, measuring equipment, and basic field instruments for inspections and evaluations. Apply safe work practices in all aspects of fieldwork. Calculate and measure areas and water consumption and apply basic mathematical skills. Operate a personal computer and basic software applications for data entry, reporting, and communication. Work on multiple assignments with short timelines under direct supervision. Work independently on routine tasks once trained. Establish and maintain cooperative working relationships with coworkers, managers, and the public. Medium Work:

Exerts 20 to 50 pounds of force occasionally (up to 1/3 of workday), and/or 10 to 25 pounds of force frequently (1/3 to 2/3 of workday), and/or greater than negligible up to 10 pounds of force constantly (2/3 or more of workday) to move objects. Physical Demand requirements exceed those for Light Work and may include assisting with the setup of division displays, pop-up canopies, tables, and chairs. Must be able to see and hear in the normal range, with or without correction; communicate verbally and in writing with sufficient facility; and must be able to be understood. Works under pressure with frequent interruptions while communicating and interacting with a variety of City personnel, the public, and outside agencies. Must have the stamina to work extended hours and overtime, when assigned, and be willing to work an irregular schedule that may include weekends, holidays, evenings, and/or varying shifts.
