Job Duties:

Including but not limited to the following: Plan, direct, coordinate, and oversee all activities of the Water Department. Develop and administer departmental budgets and capital improvement plans. Identify, pursue, and administer grants, loans, and other funding opportunities related to water infrastructure and operations. Coordinate engineering studies, infrastructure projects, and construction activities involving the water treatment plant and distribution system. Manage engineering consultants, contractors, vendors, and project teams. Ensure compliance with all federal, state, and local drinking water regulations. Coordinate regulatory reporting and communication with MassDEP, EPA, and other regulatory agencies. Keep the Water Commission and Select Board informed regarding department operations, project status, compliance issues, and capital needs. Attend meetings of the Water Commission, Select Board, and other organizations as required. Assist with development of long-term asset management and infrastructure replacement plans. Assist in preparing annual and multi-year capital improvement budgets. Maintain department records and prepare reports for local, state, and federal agencies. Respond to public inquiries and concerns regarding water quality, water service, and water system projects. Supervise employees, contractors, and consultants as assigned. Coordinate emergency response planning and assist during water system emergencies. Serve as Secondary Operator for the Town's water system and participate in operational activities as required. Collect samples and perform operational tasks when necessary. Provide backup support for water treatment and distribution operations. Perform related duties as required.

General Responsibilities:

Ensure all work is performed in accordance with OSHA, EPA, MassDEP, and Town requirements. Maintain professional working relationships with employees, elected officials, regulatory agencies, contractors, and the public. Attend professional development courses, conferences, and training related to water operations, management, infrastructure, grants, and regulatory compliance. Promote safe and efficient operation of the Town's water facilities.

Requirements/Minimum Qualifications:

Bachelor's degree in Engineering, Environmental Science, Public Administration, Construction Management, or a related field; or an equivalent combination of education and experience. Minimum five (5) years of experience in municipal water systems, public works, infrastructure management, engineering, utility operations, or related fields. Experience managing projects, infrastructure improvements, construction contracts, or capital programs. Experience preparing, obtaining, and/or administering grants, loans, and funding programs preferred. Experience working with regulatory agencies and compliance programs. Supervisory or management experience preferred. Must possess and maintain a valid Massachusetts Driver's License. Must possess and maintain a Massachusetts Drinking Water Treatment Operator Certification T1 or higher. Must possess and maintain a Massachusetts Drinking Water Distribution Certification D1 or higher, or ability to obtain within a timeframe established by the Town. Ability to obtain additional certifications required for operation of the Town's facilities.

Working Conditions:

Combination of office, field, and water facility work. Frequent interaction with contractors, engineers, regulators, elected officials, and the public. May be exposed to weather extremes, water treatment chemicals, mechanical equipment, and construction environments. Must be available for emergency response outside normal working hours, including evenings, weekends, and holidays.

Pay:

$83,200.00 - $93,600.00 per year
