The Landfill Manager performs difficult skilled work supervising and coordinating daily operations at the landfill, including collection sites, landfill garage, scale operations, and tipping fee collection. This position ensures compliance with all State regulations, oversees proper equipment maintenance, and assists the Public Works Director in developing the capital and operating budgets for Solid Waste.
ESSENTIAL JOB FUNCTIONS
Oversees daily landfill operations, including disposal, collection sites, recycling areas, equipment usage, and facility access. Ensures all equipment is properly maintained, repaired, and inspected within the landfill garage. Supervises and performs maintenance and repair work as necessary.
Orders replacement parts, supplies, and materials related to equipment and facility upkeep. Ensures landfill operations meet all State requirements regarding monitoring, ground cover, leachate collection and handling, erosion control, and environmental standards. Oversees the Scalehouse, scale operations, and tipping fee collection procedures. Manages landfill invoicing systems and ensures accurate documentation and reporting. Coordinates operations with landfill engineers to implement improvements and remain current on regulatory and operational procedures. Oversees recycling box placement, maintenance, and collection workflows. Prepares required reports for State and local regulatory compliance. Assists the Public Works Director with preparing annual capital and operating budgets for Solid Waste. Provides leadership and supervision to landfill staff and acts as the primary operational authority at the landfill. Performs duties of higher-level Public Works leadership when assigned or in their absence.
MINIMUM REQUIREMENTS TO PERFORM WORK
High school diploma or equivalent. Considerable experience operating and maintaining heavy equipment. Experience in employee supervision and construction surveying. Valid State of Virginia Commercial Driver's License with tanker endorsement. Must possess a VA Landfill Operator License or be able to acquire one within 48 months of hire.

Thorough knowledge of heavy equipment operation and maintenance. Thorough knowledge of the occupational hazards and safety precautions of the work. Knowledge of construction surveying techniques. Knowledge of County operations, policies, and plans. Skill in using computers and software applications related to the job's essential functions. Skill in effective communication, both verbally and in writing. Ability to prepare work plans and reports. Ability to handle routine technical purchasing requirements. Ability to supervise subordinates effectively. Ability to read engineering plans and complete operational plans in conformance with these plans. Ability to establish and maintain effective working relationships with other personnel and the public.
PHYSICAL DEMANDS
Must be able to lift at least 75 pounds occasionally. Work may include walking, standing, climbing, and stooping.
WORK ENVIRONMENT
The work environment is comprised of various indoor and outdoor environments. Requires toleration of inside and outside environmental conditions, extreme cold, extreme heat, noise, vibration, hazards, atmospheric conditions, oils, and uneven terrains and surfaces.
