Job Description

DIVISION
Office of the Chief Court Administrator
CLASS DEFINITION
This class is accountable for directing the Judicial Branch's legislative program and the various informational and educational activities of the External Affairs Unit and/or the legislative program for a Division within the Judicial Branch.
SUPERVISION RECEIVED
Receives direction from the Executive Director of External Affairs or other Judicial Branch Executive Director.
SUPERVISION EXERCISED
Directs managerial, professional, and other staff of the External Affairs Unit or staff as assigned in another Judicial Branch Division.
EXAMPLES OF DUTIES
Directs the staff and operations of the External Affairs Unit or staff as assigned in another Judicial Branch Division; coordinates, plans and manages unit activities, including the Judicial Branch's legislative and communications programs; formulates unit goals and objectives; interprets and administers pertinent laws; conducts performance evaluations; develops and implements staff training programs; acts as liaison with the Governor's Office, the legislature, private and public agencies, national, state, and local organizations, and the public; prepares unit budget; assists the Chief Court Administrator in the performance of executive and administrative duties involving legislative policies and programs; represents the Judicial Branch at legislative meetings and hearings; prepares and delivers testimony to legislative committees; reviews statutes and legislation; evaluates existing agency policies and assesses the need for new policy formulation; drafts legislation and other written materials; monitors the progress of legislation affecting the Judicial Branch; analyzes the impact of legislative proposals under consideration; disseminates legislative information to judges and department heads; coordinates the implementation of legislation affecting the Judicial Branch; provides legal opinions on new legislation impacting the Branch; performs related duties as required.
MINIMUM QUALIFICATIONS REQUIRED KNOWLEDGE, SKILLS, AND ABILITY
Considerable knowledge of the federal and state legislative process; considerable knowledge of public relations and communications; considerable knowledge of law and legal process, legal principles and practice; considerable knowledge of agency procedures and operations; considerable knowledge of relevant state and federal laws; knowledge of and ability to apply management principles and techniques; considerable interpersonal skills; considerable oral and written communication skills; computer skills; considerable ability to interpret proposed legislation and determine its application and impact on the agency.
EXPERIENCE AND TRAINING
General Experience:
Membership in the Connecticut Bar and four years of experience in legal research and writing, legislative process, or a related field.
