Job Description

The Community Risk Reduction (CRR) Coordinator is responsible for developing, implementing, presenting, managing, and evaluating programs aimed at reducing fire, EMS, and all-hazard risks within the community. This position serves as a key component of the department's prevention and public education strategy by analyzing incident data, identifying trends, and coordinating targeted outreach initiatives. The CRR Coordinator works collaboratively with all divisions in the fire department, and external community partners to enhance life safety, reduce incident frequency, and improve community resilience through education efforts. This position requires independent judgment, initiative, and the ability to manage multiple projects while supporting the strategic goals of the Fire Rescue Department. The following statements describe the principal functions of this job and its scope of responsibility but shall not be considered an all-inclusive listing of work requirements. Individuals may perform other duties as assigned, including working in other functional areas to cover absences or relief, to equalize peak work periods, or otherwise to balance the workload. Develops and implements a comprehensive Community Risk Reduction Plan based on
NFPA 1300
standards and local risk assessments Collects, analyzes, and interprets incident data to identify trends and high-risk populations, properties, and behaviors Coordinates and delivers public education programs related to fire prevention, life safety, injury prevention, and emergency preparedness Establishes partnerships with schools, healthcare providers, community organizations, and local government agencies to support risk reduction initiatives Develops and manages outreach campaigns targeting high-risk populations (e.g., fall prevention, smoke alarm installation, CPR/AED awareness) Assists with grant identification, application, and administration related to prevention and safety programs Maintains records, prepares reports, and presents program outcomes and performance metrics to leadership Supports accreditation efforts (e.g., CFAI) and strategic planning initiatives by providing CRR data and documentation Assists with special projects, public relations events, and departmental initiatives as assigned Represents the department at community meetings, events, and interagency collaborations Develops, coordinates, and delivers instructional presentations to diverse audiences including schools, civic groups, businesses, and community organizations Facilitates classroom-style and hands-on training sessions on fire safety, injury prevention, emergency preparedness, and life-saving skills Adapts instructional methods and materials to effectively engage various age groups, learning styles, and cultural backgrounds Serves as a subject matter expert and presenter for community events, public meetings, and safety campaigns Coordinates and participates in station tours, demonstrations, and interactive public education events Develops educational materials, lesson plans, visual aids, and digital content to support community outreach initiatives Evaluates the effectiveness of educational programs through feedback, participation metrics, and outcome data May include evenings, weekends, and holiday events based on community outreach needs Regular attendance. Emergency Response County employees are required to report for work during a state of emergency and are subject to recall around the clock for emergency response operations which may include duties other than those specified in this job description. Employees may request an exemption from this requirement by submitting the appropriate exemption form, subject to review and approval. Minimum Qualifications High School Diploma or GED required. Associates degree from an accredited college or university with coursework in Fire Science, Emergency Management, Public Administration, Communications, Public Health, Education, or a closely related field preferred. Relevant experience in fire service, community outreach, or public education. Three (3) years of documented experience in the field of education or instruction preferred. Advanced expertise in Microsoft Office Suite which includes Excel, PowerPoint, Outlook, Visio, Canva, PowerPoint, Publisher, and Word. A combination of education, training and experience may be substituted at the County's discretion. Licenses, Certifications, or Registrations Must possess and maintain a valid Florida Driver's License or must obtain within 30 days of establishing residency in Florida and be insurable by current insurance carrier, or valid Florida Identification Card is acceptable only for positions not required to drive a county vehicle. Must be a Florida Certified Fire and Life Safety Educator, or have three (3) years documented experience in the field of education or instruction. Applicants meeting the experience requirement must obtain their Florida Certified Fire and Life Safety Educator within twelve (12) months of employment. Possess or obtain Youth Firesetter Intervention Specialist Certification within twelve (12) months NIMS IS-700, IS-800, ICS-100, and ICS-200 within six (6) months of employment. Required Competencies Knowledge of Community Risk Reduction principles, NFPA 1300, fire/EMS prevention strategies, and
NFPA 1035.
Understanding of fire service, EMS response trends, and public safety operations Ability to analyze data and translate findings into actionable programs and policies Strong public speaking and presentation skills for diverse audiences Ability to build and maintain effective relationships with internal staff and community stakeholders Skilled in program development, project management, and outcome evaluation Knowledge of applicable federal, state, and local laws, codes, and regulations related to fire prevention and public safety Proficiency in Microsoft Office and data analysis/reporting tools Ability to communicate effectively both verbally and in writing Ability to effectively teach, instruct, and present complex safety concepts in a clear and engaging manner Strong public speaking skills with the ability to present confidently to both small groups and large audiences Knowledge of instructional techniques, curriculum development, and adult/child learning principles Ability to tailor messaging to different demographics, including children, seniors, and at-risk populations Skilled in creating engaging educational materials using various platforms (print, digital, and in-person formats)

Standing, walking, sitting, bending, stooping, kneeling, crouching, crawling, and climbing.
Lifting/Strength:
Frequently lifting or moving items up to 25 lbs; occasionally lifting 50+ lbs.
Vision/Hearing:
Close/distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus to inspect sites and read reports.
Coordination:
Dexterity to operate computers, office machinery, and tools
Office Environment:
Majority of time in an office with moderate noise.
Field Environment:
Exposure to outdoor weather, extreme temperatures, noisy conditions, and uneven, wet, or hazardous terrain.
