Position Purpose Provides senior advisory leadership to NCCIH executive leadership and Office of Administrative Operations staff on organizational assessment, policy development, and portfolio strategy. Serves as the senior practitioner on the engagement and as principal advisor to the Program Manager on analytic direction. Principal Duties
- Advises NCCIH office and division leadership on portfolio, program, and project needs, goals, and success criteria aligned to Strategic Plan goals.
- Sets the analytic approach for complex taskings and directs business needs analysis, organizational assessment, and policy assessment work.
- Leads research and benchmarking to identify practices applicable to Strategic Plan initiatives, and frames findings as options for Government decision.
- Reviews major work products before submission to the Contracting Officer's Representative, including decision memos, management plans, business needs documents, and policy recommendations.
- Facilitates senior stakeholder sessions, executive briefings, and cross-office working groups.
- Advises on change management for new processes and systems, covering assumptions, dependencies, risks, costs, and organizational impact.
- Refers any tasking that approaches prioritizing agency programs, allocating budgets, or setting final policy to the Program Manager in writing before work begins.
- Identifies work that exceeds the fixed price workload and raises it to the Program Manager for a surge determination under SOW Task 3. Minimum Qualifications
- Bachelor's degree from an accredited institution.
- Ten years of professional experience in management consulting, program analysis, or organizational assessment.
- Demonstrated experience advising Federal senior executives and leading policy development or organizational assessment engagements.
- Recognized expertise in a relevant specialty area, with the oral and written communication skills to present findings to senior Government audiences.
- Able to obtain and maintain HHS personnel security screening at the level the Government determines.
EMD Strategies Education and Experience Substitution Policy applies. An Associate's degree may be substituted with a high school diploma plus two years of relevant experience. A Bachelor's degree may be substituted with a high school diploma plus four years, or an Associate's degree plus two years. A Master's degree may be substituted with a Bachelor's plus two years. Higher education may substitute for required years of experience where appropriate. Preferred Qualifications
- Master's degree in business, public administration, public health, or policy.
- Prior support to NIH, HHS, or another Federal health research organization.
- Experience briefing Senior Executive Service or equivalent audiences. Contract Requirements Applying to This Position These commitments were made in the quote accepted at award and bind performance.
- Onboarded and submitted for agency access by the contract kickoff meeting, which occurs no later than fifteen days after award.
- Onsite at the NIH Bethesda campus as Government Site labor, with a Personal Identity Verification credential and an assigned workstation.
- HHS personnel security screening at the level the Government determines, completed before access is granted.
- HHS Privacy and Information Security Awareness training and the HHS Information Security Rules of Behavior acknowledgment, completed before access and annually thereafter.
- A signed non-disclosure agreement, submitted to the Contracting Officer before performance begins.
- A single reporting line to the EMD Strategies Program Manager. No NCCIH staff member supervises contractor personnel.
- Departures are filled promptly, absences longer than three weeks are backfilled, and shorter absences are absorbed by staff already on the contract.
- All work products are submitted as drafts or recommendations for Government review.
The position does not issue, approve, or enforce Government policy or perform an inherently governmental function.
