This position is a Defense Civilian Intelligence Personnel System (DCIPS) position in the Excepted Service under 10 U.S.C. 1601.
AUTHORITY
This position is a Defense Intelligence Senior Level (DISL) position. DIA has the authority to establish and staff these positions through
PL 104-201.

EVALUATION
DIA will evaluate applications to ensure they demonstrate the required knowledge, skills, abilities, work experience, education, certifications, and licenses to successfully perform position duties. Applicants must have directly applicable experience demonstrating immediate readiness for the position. Qualifying experience may be from any public or private sector job but must clearly demonstrate past application of the necessary competencies. POSITION DUTIES
THIS
IS A TERM APPOINTMENT, NOT TO EXCEED 18 MONTHS.
Serves as the analytic authority for DIA on North, Central, and South America military, political, intelligence, homeland defense, and security issues as well as for threats to defense critical infrastructure. The SDIA maintains full awareness of all relevant defense and national intelligence and serves as the primary third-level reviewer for analytic production on these portfolios. Assists the Chief and Deputy Chief for Analysis (DCA) of the Americas and Counterterrorism Center (ACTC) with identifying and satisfying key political and military intelligence priorities for the AOR and executes the strategic vision of the DIA Deputy Director for Analysis in the planning, direction, and management of all research and analysis on these issues. The SDIA is an active participant in the SDIA Council and must routinely collaborate with CCMD and other DIA elements on crosscutting analytic issues to bridge seams across the DIAAE to meet client needs. The SDIA ensures DIA production and analysis on their subject is timely, relevant, accurate, discoverable, and of maximum utility in accordance with ODNI and DIA tradecraft standards. The SDIA scopes analytic efforts based on planned and ad-hoc requirements—to include network analysis and crisis support—to inform key clients in OSW, Joint Staff, CCMDs, other U.S government departments and agencies, as well as foreign partners. The SDIA is a senior tradecraft advocate, mentoring subordinate analytic reviewers and analysts in analytic tradecraft, analytic review, and client-service best practices. The SDlA, in partnership with the DCA and DIO, plays a central role in preparing the DIA Director and Deputy Director for hearings, meetings, and conferences on analytic issues for their portfolio. The incumbent is responsible articulating, validating, and updating DIA's analytic line on their portfolio, resolving any analytic differences within DIA and with other DIAAE elements, and representing and defending these issues in IC, policy, and public forums. The SDIA drives the collection process by being the focal point for identifying and articulating intelligence gaps to collectors. The SDIA also assists partner engagement by requiring analysts to write-for-release and collaborate with partners when appropriate.
ASSESSMENT FACTORS
1. Expert knowledge of the full intelligence cycle, particularly the role and application of analytic tradecraft of intelligence analysis and how analysis drives collection disciplines in support of defense intelligence consumers. Expert knowledge of the analytic review and evaluation processes.
2. Strong leadership skills to effectively lead discussions or negotiations on contentious issues; must be tactful and diplomatic. Superior experience mentoring analytic reviewers and the wider workforce.
3. Superior verbal and written communications skills to be able to represent the analytic positions and conclusions of others to senior audiences; must be able to facilitate the consideration of alternative viewpoints.
4. Demonstrated experienced working with OSW, JCS, Service Chiefs, Combatant Command National Security Staff, Congressional, and other senior consumers.

Inherent to this senior officer qualification is a deep understanding of the intelligence enterprise and a shared commitment to the IC's core values.

JOINT DUTY CREDIT

All DIA executive level positions require Joint Duty credit. Work experience which qualifies for joint duty certification under Intelligence Community Directive 660.1. Qualifying experience requires at least 12 months of satisfactory performance after 11 September 2001 in positions such as: prior military service; a detail, rotational, or temporary assignment to another agency in the Intelligence Community or equivalent experience in the private sector, academia, or other Federal or state agencies.

CITIZENSHIP, BACKGROUND INVESTIGATION, AND PRE-EMPLOYMENT SCREENING/AGREEMENT
All DISL applicants must be U.S. citizens at the time of application and able to obtain a Top Secret clearance. Candidates are subject to a comprehensive background investigation, and information obtained during this process will be considered in selection decisions. Selected candidates must sign an agreement not to disclose classified information to unauthorized persons in any manner. Applicants must meet the agency's conditions of employment, to include but not limited to, periodic reinvestigations, completion of any required medical examinations and personal interviews, favorable completion of any required initial or periodic polygraph examinations, completion of any required drug testing, and completion of a civilian mobility agreement
PROBATIONARY PERIOD
Applicants selected for this position must successfully complete a one-year probationary period in conjunction with the appointment at the DISL level. (Applicants selected from outside of DCIPS are also subject to the completion of an additional one-year probationary period [two years total] associated with their initial appointment to the Agency.)
FOREIGN AREA TOURS OF DUTY ELIGIBILITY
The availability and quality of medical and child care in foreign locations often differs from resources available in the United States. When considering a position overseas, applicants are highly encouraged to research medical care and child care resources available at the foreign location to ensure services are available and adequate to support the needs of themselves and their dependents. DIA employees applying for a position in a foreign area must be eligible for assignment to or within the foreign area as noted in DIAI 1404.008, Foreign Area Tours of Duty. With some exceptions, employees assigned to a foreign OCONUS location will be granted a 5-year overseas tour which will consist of an initial tour (generally 36 months) and an overseas tour extension up to 5 years OCONUS. Employees currently assigned to a foreign area are ineligible for consideration if selection will cause them to exceed the time limitation for foreign area service OR, conversely, the employee will not satisfactorily complete their period of obligated service and prescribed tour of duty (Initial/Renewal Agreement Travel). More than one permanent change of station move within a 12 month period is not considered to be in the interest of the government for the purposes of relocation at Government expense.
DUTY AT OTHER LOCATIONS
May be required to perform duty at other operating locations.
DEPLOYMENT/MOBILITY STATEMENT
All DIA employees are subject to world-wide deployment to crisis situations and are subject to geographic relocation in accordance with agency guidelines.
RELOCATION COSTS
Relocation expenses in connection with a permanent change of station may be authorized in accordance with the Joint Travel Regulations and at agency discretion.
DIRECT DEPOSIT
All DIA employees must participate in the DoD Direct Deposit/Electronic Fund Transfer of Pay (DD/EFT) Program, with net pay deposited directly into the employee's account of choice at his/hers designated financial institution.

All DIA employees are subject to initial and aperiodic counterintelligence-scope polygraph tests.
All employees are required to sign an agreement not to disclose, in any fashion, classified information to unauthorized persons. An agreement is also required to authorize agency pre-publication review of certain material prior to disclosure during and after employment with DIA.
DoDI 1402.01, "Employment of Retired Members of the Armed Forces," dated September 9, 2007 restricts the appointment of retired military service members within 180 days of their retirement. All applicants selected from this announcement must be ready to report for duty within 30 days of receiving DIA's final employment offer, or the Agency may rescind its offer.
REQUIRED DISCLOSURE
This position is covered under the Ethics in Government Act of 1978 (P.L. 95-521). Incumbents of this position will be required to file an Executive Branch Public Financial Disclosure Report (SF-278) with the DIA Office of General Counsel.
SUPERVISORY
Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interest and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements. NON SUPERVISORY
DIA is committed to maintaining an ethical culture and upholding the high standards for ethical government conduct.
