Join Us as City Planner The City of Groton is seeking a visionary and experienced City Planner to lead our municipal planning, economic development, and grant initiatives. Reporting directly to the Mayor, you will play a pivotal role in shaping land use, fostering economic growth, and managing the strategic development of our urban community. Education:

Bachelor's degree in Planning, Public Administration, or a related field.

Experience:

5 to 7 years of progressively responsible experience in planning administration or community/economic development.

Leadership:

Demonstrated supervisory experience.

Licensure:

Must possess and maintain a valid State of Connecticut driver's license. The Opportunity As City Planner, you are the technical and administrative heartbeat of Groton's growth. You will manage the Economic Development Specialist and provide essential support to the Planning and Zoning Commission and the Economic Development Commission. This is a high-impact, exempt, non-union position designed for a professional who thrives on a blend of policy-making, community interaction, and project oversight.

What You'll Do Strategic Planning:

Review land use applications and ensure compliance with the City's Plan of Conservation and Development, local ordinances, and Connecticut General Statutes.

Economic & Grant Leadership:

Research, prepare, and manage grant proposals from initiation to completion while driving economic development strategies.

Community Collaboration:

Act as a key liaison between the public, private entities, and city departments like Building/Zoning and Groton Utilities.

Public Representation:

Attend Commission and Council meetings, prepare agendas/minutes, and maintain the Planning and Economic Development web presence.

Budgeting:

Assist the Mayor and Finance Director in preparing the annual Capital Improvement Budget.

What You Bring Expertise:

Strong working knowledge of Connecticut General Statutes regarding planning, zoning, and coastal area management (CAM).

Technical Proficiency:

Experience with Form Based Codes , ARC View/ARC Information GIS systems , and grant/contract writing.

Analytical Skills:

The ability to evaluate complex legal, environmental, and regulatory issues to make decisive recommendations.

Communication:

Exceptional English language skills and the ability to present programs persuasively to business groups and external agencies. Work Environment This role offers a dynamic mix of an office setting and field visits. You will visit both developed and undeveloped sites, occasionally navigating hilly or unstable terrain and inspecting municipal infrastructure in various weather conditions.
