JOB SUMMARY
Under the supervision and direction of the Director of Operations or designee, conducts field inspections to assess compliance with relevant land use regulations, permits and approvals including Planning, Zoning, Environmental Protection, and Coastal area Management; issues land use permits; performs other related duties required.

EXAMPLES OF DUTIES
Performs related duties as required. Inspects and monitors site development projects for consistency with land use approvals and best management practices. Issues land use permits and administers and enforces land use regulations and procedures. Conducts field inspections to investigate citizen complaints and reported violations of land use regulations. Participates in the review of selected land use permit applications. Reviews sediment and erosion control plans. Attend, as assigned, land use board meetings to provide staff support. Maintains accurate files and records, both written and computerized. Provides information and assistance to the public on selected land use matters.
KNOWLEDGE, SKILLS, ABILITIES AND OTHER ATTRIBUTES
Ability to work with individuals from diverse backgrounds. Working knowledge of the principles and operations of civil engineering and construction practices. Knowledge of procedures, practices and methods of conducting inspections and investigations. Knowledge of municipal zoning and subdivision practices. Ability to read and interpret complex plans, specifications and technical studies/reports. Ability to read, comprehend and interpret land use regulations, policies and decisions. Ability to communicate effectively, both orally and in writing. Physical ability to negotiate difficult terrain and construction sites to make proper inspections. Ability to use word processing and automated record keeping (date base) programs.
MINIMUM QUALIFICATIONS
Graduation from an accredited college or university with a Bachelor's degree in Civil Engineering, Environmental Science, or a closely related field OR an Associate's degree in Civil Engineering, Environmental Science or a closely related field and two (2) years of progressively responsible experience in construction inspection, civil engineering or a closely related field OR a Bachelor's degree in any field and four (4) years of the above-noted experience.
SPECIAL REQUIREMENT
At time of appointment, possession of a valid motor vehicle operator's license.
SCOPE EXAMINATION
The examination will consist of an evaluation of the applicant's education, training, and experience as submitted on the application and Training and Experience Questionnaire. The evaluation will be based on the relevance and depth of the applicant's background as it relates to the duties and minimum qualifications of the position. There will be no written examination for this position. Applicants are therefore advised to provide complete and detailed information regarding their education, work history, and any specialized training or certifications relevant to the requirements of the role.
