DISTINGUISHING CHARACTERISTICS OF WORK OR NATURE OF WORK

An advanced professional planning position responsible for researching and analyzing technical data in the field of planning/zoning. Performs professional and technical work developing, researching, data collection, mapping and maintaining public planning studies and programs on land use, zoning, conservation, housing, transportation, population, coastal management, historic preservation and other areas of comprehensive planning activities.

EXAMPLES OF WORK PERFORMED OR ESSENTIAL JOB FUNCTIONS

Prepares or conducts land use and other planning studies or analyses and prepares technical reports. Drafts policy statements for review and approval. Conducts or leads field surveys and investigations. Researches grant sources. Provides technical support to task forces, commissions and/or advisory committees. Basic knowledge and familiarity with ArcGIS programs for map preparation and data analysis Statistical research methods, utilizing many different sources, as applied to the collection and tabulation of data affecting public planning. Basic statistical methods and procedures used in planning studies. Techniques of public presentation. Interpret, apply and explain laws, rules, regulations and ordinances. Participate in planning presentations before official bodies. Interpret maps and aerial photos. Works with Planning and Zoning Director to review, process and coordinate development review requests for conditional use permits, special exceptions, rezoning, variances, lot splits, preliminary plats, and final plats for the Planning Commission, Board of County Commissioners and Board of Adjustment. Assures associated paperwork is complete for reviews. Reviews site plans, occasional building permit applications and other related materials for adherence to County zoning ordinances, policies and procedures; works with individuals to bring site plans into conformance with zoning requirements. Assists with amendments to the Comprehensive Plan and Community Development Code. (These essential job functions are not to be construed as a complete statement of all duties performed. Ability to attend to details while keeping big-picture goals in mind Ability to review plans and apply provisions of the ordinances and codes to determine compliance with such regulations and to apply regulations to field conditions Ability to work independently or in a team environment as needed Ability to multi-task, prioritize, and receive direction from multiple people. Ability to initiate and take ownership of a task or project and see it through to completion. Written and oral skills related to grammar, punctuation, diction, and style Ability to review project plans and specifications submitted by consultants for accuracy Group facilitation skills for use with community workshops General knowledge of the principles and practices of engineering, surveying, economics, and business management Knowledge of AutoCAD or GIS Knowledge of department and county policies and procedures and federal, state, and local codes, laws and regulations Knowledge of principles and practices of research and data collection. Skilled in customer service, including the ability to communicate clearly and concisely, both in person and in writing Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation or sexual orientation.

MINIMUM QUALIFICATIONS

Bachelor's Degree from an accredited college or university in Planning, Public Administration, Geography, Architecture, Landscape Architecture, Urban Design or closely related field or 4 years related work experience. Advanced experience with Microsoft Office. Possess and maintain a valid Florida driver license for required travel. Due to the nature of the job, verbal and written communications skills preferred in both English and Spanish

Ability to sit for extended periods of time Acceptable vision (with or without correction) Acceptable hearing (with or without correction) Ability to adjust focus associated with extensive use of a computer monitor Ability to extensively use a computer keyboard While performing the duties of this job, the employee will regularly be required to sit, stand, walk, use hands and fingers, reach with hands and arms, climb or balance, stoop, kneel, crouch, talk or hear, and ability to lift and/or move up to 40 pounds Ability to work under stress with time constraints Work is performed primarily in an indoor environment with limited exposure to adverse environmental conditions.
