This position is located in the Research and Climate Bureau of the Planning Division of the New Mexico Department of Transportation (NMDOT). The primary responsibility of this position is to assist the Bureau Chief in overseeing the daily operations and project management of the Research Bureau, as well as assisting with the research needs of the Department. The position will manage five staff members, with direct supervision of (3) three employees. The position will also represent the Research and Climate Bureau at interdepartmental and intradepartmental meetings and conferences as well as national professional associations and organizations. As a valued new employee to NMDOT, you may be eligible to received three (3) days of administrative leave upon your start date. This is applicable to external hires not within the State of New Mexico Government. Why does the job exist? In order for states to receive federal highway funding the Federal Highway Administration (FHWA) requires each State Department of Transportation to develop, establish, and implement a management process that ensures effective use of available FHWA planning and research funds for Research, Development and Technology activities on a statewide basis. The NMDOT Research and Climate Bureau is tasked with the management and programming of the federal research funds. How does it get done? The primary responsibilities of this position will include: Conduct research and analysis, formulate recommendations, and coordinate ongoing evaluation of information and data related to the transportation research projects. Oversee the solicitation and selection process of projects to be awarded for funding annually. Review administrative budget requests. Review contracts and amendments. Review training and travel requests and coordinate with Bureau Admin to process these requests. Review weekly activity reports from Bureau staff. Conduct regular staff meetings in the absence of Bureau Chief. Update and maintain the Research and Climate Bureau operation procedures and guidelines. Supervise three employees. Train staff and ensuring they follow all applicable policies, procedures and requirements. Support project managers in scheduling and conducting consultant selection meetings and contract negotiations. Perform related duties as required. Assist with the identification and assessment of the research needs of the Department. Who are the customers? The research conducted serves all New Mexicans who rely on the transportation system. Minimum Qualification Master's Degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling fourteen (14) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include management and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements. Employment Requirements Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment. Working Conditions Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
