This position serves as a key resource for residents, businesses, developers, contractors, and City officials by providing guidance on zoning requirements, coordinating development review processes, and ensuring compliance with local codes and ordinances. The ideal candidate will possess strong organizational and communication skills, a working knowledge of zoning and land use regulations, and the ability to balance regulatory enforcement with exceptional customer service. Essential Duties & Responsibilities - Planning & Zoning Administration Provide administrative support for planning, zoning, and development activities. Assist applicants, architects, engineers, contractors, developers, City departments, the Mayor, and City Council with zoning code interpretation and compliance questions. Process and coordinate zoning applications, variances, conditional use permits, rezoning requests, lot splits, and other development-related applications. Prepare zoning verification letters and other zoning documentation. Assist with address assignments and address change requests for new and existing parcels. Maintain and update the City's Official Zoning Map and related planning records. Assist with zoning code amendments, map amendments, and land use regulation updates. Planning Commission & Public Meetings Serve as Secretary to the Harrison Planning Commission. Coordinate Planning Commission and City Council hearing processes, including public notifications, agenda preparation, meeting packets, staff reports, and meeting minutes. Track application progress and communicate hearing outcomes and decisions to applicants. Assist City boards and commissions by providing zoning-related research, reviews, and recommendations. Code Enforcement & Property Maintenance Serve as the City's Property Maintenance Enforcement Officer. Investigate complaints related to zoning violations, property maintenance concerns, and code compliance issues. Conduct field inspections and site visits for residential and commercial properties. Communicate with property owners, residents, businesses, and contractors regarding compliance requirements and corrective actions. Issue notices, correspondence, and documentation related to zoning and property maintenance violations. Monitor and document compliance efforts and enforcement activities. Represent the City at administrative hearings and court proceedings as required. Development & Department Support Assist the Director of Development with planning, zoning, and economic development initiatives. Support special projects related to land use planning, community development, and regulatory compliance. Maintain accurate records and reports using permitting and code enforcement software. Perform other duties as assigned by the Director of Development. QualificationsEducation & Experience Associate's or Bachelor's degree, technical training, or coursework in one or more of the following areas preferred: Urban Planning Land Use Planning Public Administration Construction Management Architecture Engineering Community Development Zoning Administration Paralegal Studies or Zoning Law Experience working in a municipal planning, zoning, building, development, or code enforcement environment preferred. Experience interpreting and applying zoning regulations, municipal codes, and property maintenance standards. Experience working with permitting, licensing, or land management software systems. Proficiency with Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint. Any equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered. Knowledge, Skills & Abilities Knowledge of zoning regulations, land use principles, and municipal code enforcement practices. Ability to interpret maps, site plans, zoning ordinances, and development regulations. Strong written and verbal communication skills. Ability to communicate technical information clearly and professionally to a wide variety of audiences. Excellent organizational skills and attention to detail. Ability to manage multiple projects and deadlines simultaneously. Strong problem-solving and customer service skills. Ability to work independently while maintaining effective working relationships with staff, elected officials, developers, property owners, and the public. Work Environment & Schedule Combination of office work, public meetings, and field inspections. Regular interaction with residents, business owners, contractors, developers, and community stakeholders.
