General Statement of Duties Performs part-time traffic safety program support work, with primary responsibility for assisting with the management of the Photo Speed Enforcement Program. Work includes reviewing potential photo speed enforcement violations for compliance with applicable provisions of the Code of Virginia; supporting commercial motor vehicle (CMV) education and outreach; collecting and analyzing traffic data; assisting with traffic planning; conducting site visits; and performing related traffic safety work as required. Provides skilled professional work in support of department programs, projects, or services. Responsibilities include assisting with planning, evaluation, data analysis, and policy implementation. Work is performed with minimal supervision and may involve coordination with internal staff, clients, or volunteers. Demonstrates initiative and sound judgment in completing assignments. Essential Duties Working knowledge of traffic safety principles and practices; knowledge of applicable Virginia motor vehicle laws and the legal requirements governing photo speed monitoring devices; ability to accurately review photographs, recorded images, and supporting documentation and apply statutory and program requirements; ability to maintain confidentiality and appropriately handle protected information; ability to collect , compile, analyze, and clearly present traffic data; ability to prepare accurate records and written reports; ability to communicate clearly and professionally with staff, vendors, businesses, and members of the public; ability to conduct field and site observations; ability to work independently and exercise sound judgement; and ability to use standard computer, work-processing, spreadsheet, database, and reporting applications. Review photographs, recorded images, and related information associated with potential photo speed enforcement violations to determine whether the information supports issuance of a violation in accordance with applicable provisions of the Code of Virginia and established program procedures. Swear to or affirm required certificates associated with photo speed enforcement violations, when authorized and qualified to do so under Virginia law. Assist with day-to-day management and quality control of the Photo Speed Enforcement Program, including coordination with program staff, vendors, and other stakeholders. Maintain accurate records, logs, and supporting documentation related to photo speed enforcement reviews, program activity, and required reporting. Protect photographs, recorded images, vehicle-owner information, and other program data in accordance with applicable legal requirements, agency policy, and established retention and disclosure procedures. Assist with commercial motor vehicle (CMV) safety education and outreach activities; provide information and educational support to drivers, businesses, and community stakeholders. This position does not exercise sworn CMV enforcement authority. Collect, compile, and analyze traffic data, including speed, volume, crash, roadway, and other traffic-safety information, as assigned. Assist with traffic planning activities, including reviewing traffic-safety concerns, identifying trends, supporting deployment or enforcement planning, and preparing summaries or recommendations. Conduct site visits to observe roadway conditions, traffic patterns, signage, school or work-zone conditions, and other factors relevant to traffic-safety programs. Perform other duties as assigned. Additional Information Must satisfy all applicable requirements of 46.2-882.1 of the Code of Virginia for assigned photo speed enforcement review and certification duties. The employee must maintain the integrity and confidentiality of program information and comply with applicable agency policies, procedures, training requirements, and legal standards. Duties related to commercial motor vehicles are limited to education, outreach, data collection, planning, and related support. A criminal history record check and fingerprinting is conducted on all persons conditionally offered employment, including a conditional offer of initial employment, or a conditional offer to promote, demote, or laterally transfer an employee.

Minimum Requirements Possession of a high school diploma or equivalent; job-relevant college coursework or training in traffic safety, law enforcement, transportation, or a related field is preferred. Experience in traffic safety, traffic enforcement, crash or traffic-data analysis, transportation planning, or a closely related field is preferred. For duties involving the review and certification of photo speed monitoring violations under 46.2-882.1 of the Code of Virginia, the employee must meet all qualifications required by Virginia law. For the current statutory requirements applicable before July 1, 2027, this includes qualification as a retired sworn law-enforcement officer: an officer who was empowered by law to conduct investigations and make arrests, maintained an up-to-date certification at the time of retirement, and retired honorably in good standing. Any equivalent combination of experience and training that provides the required knowledge, skills, and abilities may be considered, subject to all statutory requirements for assigned photo speed enforcement duties.
