Substance Use Disorder & Behavioral Health PHP/IOP Position Summary This is a hands-on position designed for someone who is comfortable wearing multiple hats and independently managing a small outpatient program. Our current census is approximately 1-5 clients , so this position will function as the primary day-to-day program staff member. The individual selected will be responsible for coordinating and completing most routine program functions, including client intake, admissions, SUD counseling, group facilitation, case management, care coordination, documentation, discharge planning, client follow-up, and general program operations. This position will initially be offered on a temporary/part-time basis with the possibility of transitioning into a permanent full-time position as program census and operational needs increase. Hours may fluctuate based on census, admissions, client schedules, and program needs. The employee will work closely with Joyful Minds Recovery Center's contracted licensed therapist and physician . Services that legally or clinically require a licensed therapist, physician, or other licensed healthcare professional will remain the responsibility of those providers. We are looking for someone who can effectively manage the program with minimal supervision while maintaining a professional, compliant, organized, and supportive environment for clients. Primary ResponsibilitiesProgram Operations Oversee the daily operation of the PHP/IOP program. Serve as the primary on-site point of contact for clients during scheduled program hours. Coordinate daily program activities and client schedules. Maintain an organized and professional treatment environment. Monitor client attendance and participation. Maintain required program logs, schedules, records, and operational documentation. Ensure client records and required documentation are completed and maintained appropriately. Identify missing documentation or signatures and work to correct deficiencies promptly. Communicate program concerns, incidents, compliance issues, and client concerns to administration. Assist management with maintaining the program in a survey-ready and audit-ready condition. Help ensure program operations remain consistent with applicable company policies and regulatory requirements. Admissions & Intake Respond to and coordinate prospective client admissions. Assist with initial screening and determination of whether prospective clients may be appropriate for the program within the employee's permitted scope. Coordinate admissions with management, utilization review, the therapist, physician, and other providers when necessary. Complete intake paperwork and admission documentation. Obtain client signatures, acknowledgments, consents, and releases of information. Complete client orientation to the program. Explain program expectations, schedules, attendance requirements, confidentiality requirements, and client rights. Collect and organize records needed for admission. Coordinate required clinical or medical assessments with the appropriate licensed provider. Assist with obtaining previous treatment records when authorized by the client. SUD Counseling & Group Facilitation Within the employee's certification, training, and legally permitted scope of practice: Facilitate substance use disorder counseling groups. Conduct psychoeducational groups. Facilitate relapse-prevention groups. Facilitate recovery-skills groups. Facilitate life-skills and coping-skills groups. Provide individual SUD counseling as appropriate. Encourage active client participation in treatment. Document client participation and response to services. Monitor clients for changes in behavior, functioning, or treatment needs. Immediately communicate significant clinical concerns to the licensed therapist, physician, or administration as appropriate. Case Management Serve as the primary case-management contact for assigned clients. Identify barriers that may interfere with treatment participation or successful recovery. Assist clients with accessing appropriate community resources. Coordinate transportation resources when applicable. Assist with housing, employment, social-service, recovery-support, and other referrals as appropriate. Coordinate appointments with outside providers. Assist clients with connecting to primary care and behavioral health services when needed. Coordinate communication with authorized family members, outside providers, referral sources, and other members of the client's support system when appropriate releases are in place. Document case-management activities in the electronic medical record. Care Coordination Work closely with the contracted licensed therapist and physician. Coordinate client appointments with contracted providers. Communicate relevant client concerns to appropriate treatment-team members. Follow up on physician and therapist recommendations. Participate in treatment-team meetings and case conferences. Help coordinate outside psychiatric, medical, and behavioral-health services when appropriate. Facilitate communication between treatment-team members to help ensure continuity of care. Documentation Complete documentation accurately and within required timeframes. Complete group notes. Complete individual SUD counseling notes when applicable. Complete case-management notes. Complete care-coordination notes. Maintain intake and admission documentation. Maintain discharge and transition documentation. Document client attendance and participation. Review charts for missing documents and signatures. Maintain accurate client information within the electronic medical record. Ensure documentation is professional, objective, and consistent with services actually provided. Assist in preparing documentation requested for utilization review, authorization, billing, audits, or quality-assurance purposes. Experience using KIPU or another behavioral health electronic medical record is highly preferred. Treatment Coordination Assist with implementation of the treatment plan within the employee's scope of practice. Monitor client progress toward identified treatment goals. Communicate changes or concerns to the licensed therapist. Help coordinate continued-stay needs with the treatment team. Assist with transitions between PHP, IOP, OP, higher levels of care, or outside providers. Coordinate continuing-care arrangements before discharge. Help ensure clients understand discharge recommendations and follow-up resources. Discharge Planning Begin discharge and aftercare planning early in the treatment process. Coordinate continuing-care resources. Provide appropriate recovery-support and community-resource referrals. Assist with scheduling follow-up appointments when appropriate. Complete applicable discharge documentation within the employee's scope. Coordinate final discharge recommendations with the therapist, physician, or other treatment providers when required. Utilization Review Support The employee is not expected to serve as the primary utilization-review department but should be able to support the process by: Maintaining complete and timely client documentation. Providing requested documentation to the utilization-review team. Assisting with gathering information needed for continued-stay reviews. Communicating client attendance and treatment participation. Responding promptly to internal documentation requests. Helping identify missing documentation that could affect authorization or reimbursement. Drug Screening & Program Monitoring When appropriately trained and permitted by company policy: Coordinate urine drug-screening procedures. Document drug-screen results according to policy. Report concerning or unexpected results to the appropriate treatment-team member. Maintain confidentiality regarding toxicology information. Compliance & Confidentiality The employee will be expected to understand and follow applicable requirements regarding:
HIPAA. 42 CFR
Part 2. Client confidentiality. Client rights. Mandated reporting. Professional boundaries. Incident reporting. Documentation standards. Emergency procedures. Substance use disorder treatment requirements. Joyful Minds Recovery Center policies and procedures. The employee must immediately report suspected abuse, neglect, safety concerns, medical emergencies, suicidal or homicidal concerns, significant behavioral changes, or other serious incidents according to company policy and applicable law. Scope of Practice This position does not replace facility contracted licensed therapist, physician, or other licensed healthcare professionals. The Outpatient Program Director / Certified SUD Counselor may only provide services that are permitted under the individual's certification, registration, professional license, education, training, and applicable California requirements. Unless the employee separately holds the appropriate professional license, this position will not independently perform services legally reserved for licensed professionals, including: Medical diagnosis. Psychiatric diagnosis. Prescribing medication. Changing medication orders. Performing medical examinations. Medical decision-making. Psychotherapy outside the permitted scope of an SUD counselor. Independent mental-health diagnosis. Services otherwise legally restricted to licensed healthcare professionals. Any concern or service outside the employee's permitted scope must be referred to the appropriate licensed therapist, physician, administrator, emergency provider, or other qualified professional. Minimum Qualifications Candidates should meet the following minimum qualifications: Current California-recognized SUD counselor certification or other qualifying credential appropriate for providing SUD counseling services. Minimum of two years of experience working with substance use disorders and/or related behavioral health conditions . Previous experience providing substance use disorder counseling. Experience facilitating treatment groups. Experience providing case-management or care-coordination services. Experience completing behavioral-health documentation. Ability to maintain professional boundaries and client confidentiality. Ability to work independently with minimal supervision. Strong organizational and time-management skills. Strong written and verbal communication skills. Ability to manage multiple responsibilities in a small-program environment. Ability to use electronic medical record systems and standard office technology. Reliable attendance and dependable transportation. Preferred Qualifications Preference may be given to candidates with: CCAPP, CADTP, CAADE, or comparable California-recognized certification. Previous PHP or IOP experience. Experience with ASAM levels of care. Experience with KIPU. Experience working with commercial insurance clients. Experience supporting utilization review. Experience preparing for regulatory or accreditation surveys. Knowledge of DHCS requirements. Experience with Joint Commission or similar accreditation standards. Previous program-leadership or supervisory experience. Experience working in a small behavioral-health program where employees perform multiple functions. Ideal Candidate The ideal candidate is someone who is comfortable working in a small-census treatment program where one employee may handle several operational responsibilities throughout the day . This role is best suited for someone who: Takes initiative. Does not require constant supervision. Is comfortable working independently. Is highly organized. Can transition between client care and administrative responsibilities. Understands when something is outside their professional scope. Communicates effectively with physicians and therapists. Completes documentation promptly. Can manage several clients without requiring a large support team. Treats clients professionally and respectfully. Understands the importance of compliance and documentation in a licensed/certified behavioral-health environment. Because our current census is approximately 1-5 clients , applicants should understand that this is not a traditional large-facility position with separate employees assigned to every department. The person selected will play a central role in the daily operation of the program. Employment Structure This position will begin as a temporary/part-time, W-2, non-exempt position . Initial scheduling and weekly hours will be based on: Active program census. Number of scheduled PHP/IOP clients. Admissions. Program schedule. Client service needs. Operational requirements. As census grows and program needs increase, there is a possibility for this position to transition into permanent full-time employment . Transition to full-time employment is not guaranteed and will depend on program census, business needs, employee performance, reliability, documentation quality, compliance, and overall fit with the organization. Compensation $24.00-$27.00 per hour Final compensation will be based on: Certification and credentials. Relevant SUD experience. PHP/IOP experience. Program-management experience. Ability to independently perform the responsibilities of the position. Documentation and EMR experience. Schedule Schedule will initially be based on program census and client needs. Candidates should have reasonable daytime availability and flexibility to accommodate admissions, programming, treatment-team coordination, and other program responsibilities. Additional hours may become available as census increases.
