Job Description General Functions Performs non-routine and complex tasks and provides services and support in multiple areas within the Family Services Department. Supervises and is responsible for the performance of staff members. Work is performed with independent judgment and initiative under the general supervision of an assigned supervisor. Performance is reviewed through observation, reports, meetings and results achieved. Representative Duties /Assignments Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification. Community and Family Services Department Administration Leads strategic planning, performance management, and innovation across ten divisions within the Community & Family Services Department. Facilitator of Design Thinking and Innovation Initiatives. Establish and review key strategic priorities, translating them into a comprehensive strategic plan. Manage the execution of the department¿s strategic plan, ensuring goals are kept on track and met timely. Leading initiatives spanning organizational boundaries that include project and contract management as well as organizational accreditation Drive results through performance metrics, continuous improvement initiatives, and evidence-based decision-making across all divisions. Supervises the Research Statistician (Data Scientist) position in the Community & Family Services Department in ensuring that the Department¿s efforts are data-driven, responsive, efficient and aligned with the needs of the community. Community Action Division / Citizens' Commission for Children / Youth & Family Services Ensures compliance with all standards and requirements of grants, contracts and county regulations. Serves as a liaison with other departments, divisions, outside agencies, and community groups. Establishes and oversees various outreach programs/initiatives that assist non-profit organizations with capacity building. Presents program reports to relevant Advisory Boards and prepares quarterly and annual reports. Collects, reviews and analyzes data and reports findings to the Division Manager. Assists with the development of policies and procedures. Assists to manage the Division budget and monitors expenditures. Works closely with the Division Manager and management team to ensure the delivery of quality services. Assist to manage hiring, discipline, training and development and performance appraisals. Reviews work of social services staff to ensure eligibility for and delivery of services. Performs other related duties as assigned. Minimum Qualifications Community and Family Services Department Administration / Community Action Division / Youth & Family Services Bachelor's degree from an accredited institution in Business or Public Administration, Social Sciences or a closely related field and four (4) years of experience in the management of a community services program to include two (2) years of supervisory or team leadership experience. In lieu of the degree requirements additional relevant experience may be substituted on a year-for-year basis. Preferences Member of American Institute of Certified Planners (AICP) Demonstrated knowledge of Florida's growth management laws and State laws pertaining to homeowner associations and non-profit organizations. Must demonstrate experience or training in large and small group facilitation. Master's degree from an accredited institution in Business or Public Administration, Social Sciences or a closely related field.
