Human Services Administrator 1

Job Description

This role supports the Division Bureau Chief in shaping, strengthening, and maintaining DCY's statewide coordinated professional development system. It is a blend of strategic planning, project management, cross‑agency collaboration, and data‑driven decision‑making. Applicants should expect a dynamic environment that requires strong communication, organization, and leadership skills.

Strategic Planning and Coordination:

You will help plan, develop, and implement DCY's professional development initiatives. This includes aligning strategies with statewide goals, supporting multiple DCY program areas, and ensuring that policies, procedures, and objectives promote meaningful workforce development.

Project Management:

Expect to manage multiple professional development projects at once. This includes defining project requirements and timelines, coordinating meetings, monitoring progress, evaluating risks, allocating resources, and assisting with budget planning. Primary stakeholders may include DCY staff, providers, state agencies, and executive leadership.

Stakeholder Engagement and Communication:

The role involves frequent collaboration with DCY leadership, staff, legislators, providers, academic partners, and other state agencies. You may represent the Bureau at statewide conferences, respond to inquiries, write position papers, draft speeches, and communicate recommendations for future action.

Contract and Grant Management:

You will develop and evaluation Request for Proposals and manage vendor agreements from initiation through completion, ensuring deliverables are met. You will also serve as a primary agreement manager, monitoring contract performance, coordinating with internal subject manager experts and addressing issues related to the agreement.

Documentation and Reporting:

You will initiate, prepare, delegate, and oversee the development of official communications and documents that convey professional development decisions and project outcomes.

Supervision:

This role involves supervising staff who support cross-program area initiatives. You will assess performance, assign work, provide direction and feedback, recommend hiring decisions, conduct evaluations, manage leave requests, and foster continued staff development. Pay Information Unless required by legislation or union contract, starting salary will be step 1 of the salary range associated with this position. New hires advance to the next step in the range after 6 months and annually thereafter. Based on collective bargaining and legislative activity, there may be cost of living increases awarded annually. Additional longevity supplements begin after 5 years. The current wage progression for this position is in the table below. Or completion of graduate core program in social or behavioral science; 36 mos. exp. in researching, developing, or implementing policies related to human services, social services, health services, public policy or comparable field; 12 mos. exp. in managing delivery of human services program in a governmental, community or private human support services agency; 12 mos. exp. in supervisory &/or managerial principles & techniques. Or 12 mos. exp. as Human Services Manager, 69456. Or equivalent of Minimum Class Qualifications For Employment noted above.

Attachments will not be considered as part of your application. Selection devices such as a structured interview, proficiency instrument, and/or assessment may be required for this position. Applicants must demonstrate proficiency with a passing score of applicable selection device to be considered for this position. Regardless of a passing or failing score, all results will be maintained for 6 months. Applicant with a passing score will be retained and utilized for a 6-month period. Applicant with a failing score in the same position may not re-take the same selection device for a 6-month period. Travel required, as needed.
