ESSENTIAL DUTIES AND RESPONSIBILITIES

Leadership & Operations\nProvides strategic and operational leadership for the Office, establishes priorities, manages resources, and ensures effective service delivery.\nPeople Leadership\nLeads and develops a high-performing team through effective supervision, performance management, professional development, and succession planning.\nProgram & Performance Management\nDevelops and evaluates programs, uses data to drive improvement, and ensures measurable outcomes.\nFiscal & Resource Management\nManages the Office budget and identifies grants and other resources to support strategic priorities.\nVeteran Services & Compliance\nEnsures effective delivery of veteran services and compliance with applicable federal, state, and County requirements, including mandated burial, memorial, benefits, records, and accreditation responsibilities.\nExternal Relations\nRepresents the County and advocates for veterans through partnerships with government agencies, elected officials, veterans' organizations, and community stakeholders.\nSpecial Programs\nOversees the Veteran Shuttle Program, Veterans Treatment Court participation, and other initiatives serving the veteran community.

QUALIFICATION REQUIREMENTS

Bachelor's degree in public administration, business administration, human services, social services, or a related field and progressively responsible experience in veterans' services, public administration, human services, or a related field, including supervisory or management experience. An equivalent combination of education and experience may be considered.\nCompletion of service in a branch of the United States Armed Services or the Pennsylvania National Guard with an honorable separation, if required by applicable law or County policy.\nAbility to obtain required Veteran Service Officer accreditation within one year of hire.\nSuccessful candidates will demonstrate experience leading teams, managing resources, developing programs, and building effective partnerships.\nThis position requires the following clearances as a condition of employment: Child Abuse History Clearance, PA Criminal Record History, and FBI Fingerprint Clearance.\nOnsite in-person attendance is required as directed by Supervisor or Administrator.
