Job Description

Shelter Specialist Visalia Navigation Center | Non-Exempt | $21.36 - $23.68 per hour Support a Safe, Welcoming Shelter. Make a Real Difference Every Shift. Community Services Employment Training (CSET) is seeking a compassionate and reliable Senior Program Specialist to support daily operations at the Visalia Navigation Center (VNC), a low-barrier, 24/7 shelter serving individuals experiencing homelessness. Working under the guidance of the Senior Program Coordinator, you'll provide on-the-floor support to shelter staff and participants, helping ensure the shelter remains safe, respectful, and Housing First in every interaction.
Key Responsibilities:
  • Help maintain a welcoming, respectful, and safe environment for all participants
  • Promote trauma-informed, Housing First, and harm reduction principles in daily interactions
  • Provide on-the-floor support to shelter staff and assist with crisis prevention and de- escalation
  • Support communication between shifts through clear, timely shift notes
  • Review HMIS entries and participant logs for completeness and accuracy
  • Assist with coordination of participant services, training, and community events
Minimum Qualifications:
  • Experience working with individuals experiencing homelessness or similar marginalized populations
  • Strong understanding of low-barrier shelter models, Housing First, and trauma- informed care
  • Ability to remain calm, empathetic, and solution-focused in high-pressure situations
  • Comfort engaging individuals with mental health, substance use, or behavioral health needs
  • Effective written and verbal communication skills; competency with Microsoft Office and HMIS Why Join CSET?
