Job Description

Posting Details The Consumer and Elder Rights Division (CERD) within the New Mexico Aging and Long-Term Services Department (ALTSD) provides accessible, integrated services to older adults, adults with disabilities, and caregivers to assist them in maintaining their independence, dignity, autonomy, health, safety, and economic well-being, thereby empowering them to live on their own terms in their own communities as productively as possible. We envision lifelong independence and healthy aging. Our guiding principles are to protect the safety and rights of those we serve; promote personal choice and self-determination; treat all persons with respect, embracing cultural diversity; encourage collaborative partnerships; and provide fiscally responsible services. CERD oversees the Aging and Disability Resource Center (ADRC), State Health Insurance Assistance Program (SHIP), and Senior Medicare Patrol (SMP). The purpose of this position is to use a person-centered/directed, interactive, decision-support process to address the critical need to assist older adults and adults with disabilities with information, options counseling and advocacy within their community for complex long-term needs and supports. This will include information, education, referral and advocacy to individuals, groups and the general public on Medicare, Medicaid, health and long-term care insurance, Social Security, public benefits, pharmacy assistance programs, home and community services and other public and private programs. This position conducts a minimum of ten outreach activities per month and represents SHIP, the Aging and Disability Resource Center (ADRC) and the Aging and Long-Term Services Department (ALTSD) publicly through video, audio and in person. How does it get done? Provide individual client counseling regarding Medicare, Medicaid, health, and long-term care insurance, public benefits and appropriate community programs and services. Incumbent will review eligibility determinations for such social service programs. Plan, organize and conduct outreach events aimed at educating community groups regarding options, services and benefits available to elders and or adults with disabilities. Develop and implement and/or disseminate public information and education activities and materials directed to consumers and the public regarding options, services and benefits available to older adults, people with disabilities, and caregivers. Supervise volunteers by assigning duties, overseeing interactions, and monitoring assistance to other seniors. Incumbent will also provide information updates and continuing education on changes to public benefits. Who are the customers? Minimum Qualification Associate's Degree in Social Work, Psychology, Guidance and Counseling, Education, Sociology, Criminal Justice, Criminology, Family Studies/Services, Social Sciences, or Human Services and one (1) year of experience as a social work assistant and/or in social or community coordination, working with communities, working on health or social service related matters, social work/case management experience, and/or behavioral health care. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling three (3) years may substitute for the required education and experience. Employment Requirements Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within 90 days of employment. Pre-employment background investigation is required. Must pass State and Federal Criminal Background Check. Working Conditions Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Lifting up to twenty-five (25) pounds.
